FEASIBILITY STUDY
FULTON IRRIGATING DITCH COMPANY
RIVER GATE REPLACEMENT,
TRASH RACK CLEANING SYSTEM AND
BRANCH DITCH DIVERSION RECONSTRUCTION
INTRODUCTION(NEED FOR THE PROJECT)
The Fulton Irrigation Ditch Company("Fulton"), located in Adams County, operates the Fulton
Ditch for the benefit of the shareholders by providing direct flow irrigation water. The ditch diverts
from the South Platte, at approximately 100th Avenue, and water deliveries are made through the
Company's ditch to the approximately 37,628-acre service area. The growth of sago pond weed in
the South Platte River has escalated over the last several years to the point where the weed mounds
up against the Fulton trash rack and obstructs other debris which in turn mounds against the trash
rack and stops the flow of water into the ditch on a daily basis. During the summer diversion
season it is not uncommon for the diversions into the ditch to be stopped on a daily basis to allow
for the manual cleaning of the trash rack. In addition to the challenges being faced by the Company
related to the trash rack, holes have been discovered in the river diversion gates and the recent
flooding has made it apparent that the mechanism allowing the gates to be raised and lowered needs
to be replaced. Finally, the Branch Ditch diversion at 136th Avenue, originally constructed of
timber and concrete, has deteriorated to the point of potential failure.
PROJECT SPONSOR
The Fulton is a mutual ditch company and a non-profit corporation registered in the State of
Colorado. There are 220 shareholders and 7,185 shares of stock. The Fulton has the power to set
annual assessments to be paid by the shareholders, the power to cut off water deliveries to
shareholders that fail to pay their assessments, and the power to offer stock for sale to pay back
assessments. The Fulton Articles of Incorporation and By Laws were included with its previously
submitted application.
PROJECT SERVICE AREA AND FACILITIES
The Fulton provides irrigation water to approximately 37,628-acre service area in Adams County.
The headworks for the Fulton Ditch are located in the Northeast One-Quarter, Southeast One-
Quarter of Section 17,Township 25 South, Range 67 West, 6th P.M.,Adams County, at a point
approximately 2,815 feet south and 145 feet west of the northeast corner of said Section 17 at
approximately 100th Avenue and the South Platte 22 miles south of Brighton, and extends northerly
approximately 39 miles. Irrigated acreage within the service area is primarily used for the irrigation
of vegetable and other crops, though about 25 percent of the shares in the ditch are owned by
municipalities and other water providers who augment those shares. A map of the Fulton Ditch and
photos of the existing diversion are attached in Appendix A.
-3-
