FEASIBILITY STUDY <br /> FULTON IRRIGATING DITCH COMPANY <br /> RIVER GATE REPLACEMENT, <br /> TRASH RACK CLEANING SYSTEM AND <br /> BRANCH DITCH DIVERSION RECONSTRUCTION <br /> INTRODUCTION(NEED FOR THE PROJECT) <br /> The Fulton Irrigation Ditch Company("Fulton"), located in Adams County, operates the Fulton <br /> Ditch for the benefit of the shareholders by providing direct flow irrigation water. The ditch diverts <br /> from the South Platte, at approximately 100th Avenue, and water deliveries are made through the <br /> Company's ditch to the approximately 37,628-acre service area. The growth of sago pond weed in <br /> the South Platte River has escalated over the last several years to the point where the weed mounds <br /> up against the Fulton trash rack and obstructs other debris which in turn mounds against the trash <br /> rack and stops the flow of water into the ditch on a daily basis. During the summer diversion <br /> season it is not uncommon for the diversions into the ditch to be stopped on a daily basis to allow <br /> for the manual cleaning of the trash rack. In addition to the challenges being faced by the Company <br /> related to the trash rack, holes have been discovered in the river diversion gates and the recent <br /> flooding has made it apparent that the mechanism allowing the gates to be raised and lowered needs <br /> to be replaced. Finally,the Branch Ditch diversion at 136th Avenue,originally constructed of <br /> timber and concrete,has deteriorated to the point of potential failure. <br /> PROJECT SPONSOR <br /> The Fulton is a mutual ditch company and a non-profit corporation registered in the State of <br /> Colorado. There are 220 shareholders and 7,185 shares of stock. The Fulton has the power to set <br /> annual assessments to be paid by the shareholders, the power to cut off water deliveries to <br /> shareholders that fail to pay their assessments, and the power to offer stock for sale to pay back <br /> assessments. The Fulton Articles of Incorporation and By Laws were included with its previously <br /> submitted application. <br /> PROJECT SERVICE AREA AND FACILITIES <br /> The Fulton provides irrigation water to approximately 37,628-acre service area in Adams County. <br /> The headworks for the Fulton Ditch are located in the Northeast One-Quarter, Southeast One- <br /> Quarter of Section 17,Township 25 South, Range 67 West, 6th P.M.,Adams County, at a point <br /> approximately 2,815 feet south and 145 feet west of the northeast corner of said Section 17 at <br /> approximately 100th Avenue and the South Platte 22 miles south of Brighton, and extends northerly <br /> approximately 39 miles. Irrigated acreage within the service area is primarily used for the irrigation <br /> of vegetable and other crops, though about 25 percent of the shares in the ditch are owned by <br /> municipalities and other water providers who augment those shares. A map of the Fulton Ditch and <br /> photos of the existing diversion are attached in Appendix A. <br /> -3- <br />
