group to sign a MOU that states everyone is indeed committed to "'circling back" <br />and addressing WSR after the five public Work Groups are done. Steve said he <br />didn't want to sign an MOU. The action step was identified that Meghan would <br />craft language she desires and get it out to everyone for consideration. To be <br />clear: everyone agrees that WSR is not off the table. The debate is about how to <br />go about looking at it and when — in relation to the RWP- designed process. <br />Meghan also expressed her reserved support for #2 in relation to the ISF. It was <br />acknowledged that this needs a lot more work at the Drafting Committee level. <br />What was being voted on today was a general direction, Marsha said, and <br />obviously, specifics have to be worked out. <br />The group agreed, based on a request from Ann, to meet next week and further <br />explore a hybrid of #3 and #4. The group agreed that this discussion does not <br />have to hinder the work of the Hermosa Creek Drafting Committee (HCDC), <br />which is meeting on Thursday of this week (7/30). The HCDC is now asked to <br />proceed in getting an outline done of everything they can agree to at this <br />juncture (in as much detail as possible). If there are things that cannot be <br />agreed to, the HCDC should note them. <br />It was further agreed that information gathering can start on a new idea which is <br />to use the 2A2 process for a WSR. Chuck raised this as a new tool to explore <br />what could possibly address the concerns raised about WSR. Chuck explained <br />what the 2A2 process would be for obtaining a WSR designation. This does not <br />mean WSR was agreed to.... this move is an educational /information gathering <br />process. Ted agreed to start working on it from a legal perspective. <br />A decision was made that after the HCDC's work is done, and it's agreed to by <br />the larger group, it should be turned over to legislative staffers who can craft the <br />bill. The HCDC should not be crafting the bill. <br />It was further agreed that the August Hermosa Creek Work Group meeting <br />should be cancelled. There isn't anything new to share with them.
