Meeting Summary of RPW Steering on July 28, 2009 <br />draft <br />Next meeting: Tuesday, August 4t" from 4 to 6PM at SWCD. <br />Present: Steve, Meghan, Bruce, Chuck W., Ann, John, Lisa, Scott, Wanda Cason <br />(Senator Udall's office), Jeff, John, Chuck L., Ted and Marsha Porter - Norton. <br />The agenda was approved and is below. <br />The finances were reviewed and a spreadsheet handed out showing <br />income /expense to date. Several changes were made. A CWCB check for <br />$16,905.85 that will pay for Marsha's time was deposited at First National. It is a <br />restricted account. The policies for overseeing this money are on the agenda <br />and were agreed to (below in blue). Meghan and Bruce approve Marsha's <br />invoices and are signers on the checking account along with Jane Maxon and <br />Marsha. These funds were disbursed by the CWCB to the RPW as part of the <br />80K grant. They cannot be given to SJRC &D without causing significant hassles <br />for the RPW project such as having to go out to bid for staff time. Any expenses <br />that are not for Marsha's time are covered by the funds at the SJRC &D. <br />Everyone was encouraged to re -up their financial commitments in 2009 so the <br />project has a diversity of contributors. The Wilderness Society has given <br />$1,500 this year and Chuck said TU will give $1,000 (and then likely another <br />$1,000.) <br />Options for moving forward on the RWP project in general, and in relation to the <br />outcomes of the Hermosa Creek Workgroup Drafting Committee's deliberations, <br />were reviewed. After lengthy discussion, the options brainstormed included: <br />1) Proceed on land protection via a Hermosa Creek Special Legislation <br />(HCSL) and use basic water language. <br />2) Proceed now on HCSL but work to include ISF language (details to be <br />worked out). Note: This legislation would include the land protections <br />agreed to already (wilderness, special area, road -less, advisory council, <br />etc.). " "Circle back" on addressing the WSR issues once all five public <br />Work Groups conclude. <br />3) Pursue any legislation covering land, water and /or both after all five <br />public Work Groups are concluded. <br />4) Do HCSL now but enter negotiations on the WSR issues for the <br />remaining four river /stream segments (Piedra, Animas, San Juan and <br />Vallecito /Pine) and in relation to Hermosa Creek. <br />After much discussion and a straw vote, #2 was agreed to. Meghan expressed <br />her reservation in supporting #2 but did support it with caveats. She asked the <br />
