B. oundation's Disposition of Advanced Cost Share Funds
1. Upon receipt and approval of an advance of funds request from the Foundation,the
State shall advance funds and the Foundation shall immediately deposit such funds
into segregated interest-bearing accounts. The State funds will be invested only in
U.S. Treasuries and other Federal agency obligations guaranteed as to principal and
interest by the United States Government. Interest and/or dividends accruing to the
accounts shall be credited to the State. Thereafter, the Foundation may draw upon
this account to finance the work approved under the provisions of this Contract.
Each withdrawal shall be approved by the State's Representative, or his designee,
and must be wholly attributable to expenditures approved in the work plans.
2. Funds may be disbursed by the Foundation for purposes not included in approved
work plans only at the written direction of the State's Representative and with
concurrence of either the UCRIP or SJRIP.
3. Interest earned on funds advanced to the Foundation shall be considered as State
funds and as advances by the State.
All advances are subject to appropriation and reservation of funds by the State
Legislature. Furthermore, the funds advanced hereunder by the State shall be used
only for costs and expenses incurred by the Foundation for the performance of work
identified and approved in the annual work plan, submitted in accordance with this
Contract. If the Foundation uses funds advanced pursuant to this Contract for
purposes other than authorized, as determined by the State's Representative, the
Foundation shall immediately reimburse the Contract account in the amount of
funds so misused.
The submittals required under this section may change if any applicable regulations
are revised that affect obligations under this contract. The Foundation will be
notified in writing of any revisions.
6. ' PORTING PERIOD
Th- Reporting Period will be as outlined in 3.A.8.b, with one Report due on June 30. These
rep arts will also be made available to the UCRIP and SJRIP as appropriate. For each
re.•rting period, the Foundation shall provide the following information to the State's
Re presentative and Field Officer:
A. Complete report detailing all deposits to and debits from the'Li-CRT and SJRIP
accounts.
B. Copies of bank statements and other investment reports, documents, and transactions
for the accounts.
C. Copies of invoices and other supporting documentation to enable the State's Field
Engineer to properly review and approve the expenditures made from the accounts.
