o Identify existing information sources (studies, programs, reports, <br />papers, etc.) for the literature review. Attention will be given <br />in designing this survey to screening out irrelevant or insignificant <br />literature sources that would only add to the workload in the <br />review process. <br />The User Awareness and Needs Survey would be directed to a scien- <br />tifically constructed sample of Federal, State, regional and local potential user <br />groups, such as the Congress; congressional staff; policy - budgetary decision <br />makers; universities; consulting firms; professional water managers; and various <br />individuals. <br />The survey will be accomplished under the general supervision of the <br />NPAC by contract with a private consultant. It will be performed by mailed <br />questionnaire with telephone followup for nonresponse. Results of the survey will <br />be summarized and processed by the consultant for use by both the NPAC and the <br />Regional Sponsors. <br />It would be desirable to have the results of the survey when the <br />Regional Sponsors begin working on their Regional Work Plans; but, be- <br />cause of time considerations (the survey will take about two months to <br />complete) this will not be possible. The results of the survey will, how- <br />ever, be available before the Regional Work Plans are completed. <br />Problem_ Identification Survey (Task 2 of Step 02B) -- This survey will be <br />U <br />initiated after the ser _ and Awareness Needs Survey has been completed and will <br />take about 6 months to complete. The purposes of the survey are to: <br />o Identify and describe potentially severe, immediate, and near - <br />term water - related problems from local, State, and regional <br />points of view. Special attention will be given to documentation <br />of the assumptions and viewpoints that respondents use in <br />identifying and describing problems. <br />o Identify potential participants in the subsequent Problem <br />Authentication activities. <br />o Provide a State view of problem priorities. <br />o Obtain information on State and local water resources develop- <br />ment plans and programs (ongoing and planned) to resolve <br />water problems. <br />
