39 <br />o Obtain local, State, and regional points of view on the types <br />of assistance needed from the Federal Government to <br />resolve identified problems. <br />The survey will be accomplished under the general supervision of the <br />NPAC and will probably be conducted by a consultant with the direct participation <br />and assistance of the Regional Study Directors. How it will be conducted (mail, <br />telephone, workshops or combinations thereof) «vill be determined during the <br />detailed design of the survey. <br />The Problem Identification Survey will be directed to a scientifically <br />constructed sample of knowledgeable participants from both the public and private <br />sector. The sample will include, but_ not necessarily be limited to, a basic nucleus <br />of the participants in the User Awareness and Needs Survey. <br />User Needs and Problem Identification Report (Task 3 of Step 0213) -- The results <br />from both the User Awareness and Needs Survey and the Problem Identification <br />Survey will be compiled into the User Needs and Problem Identification (UNPI) <br />Report by the consultant conducting the surveys. This report will be provided to <br />Regional Sponsors, the Governors, and the NPAC for review; comments from their <br />review also will be compiled into the UNPI Report. This report may then be <br />printed as an interim report of the 1975 Assessment or may be used by NPAC and <br />the Regional Sponsors only as an internal document tc serve the Problem Authen- <br />tication activities. <br />Problem Authentication and Analysis (Task 4 of Step 02B) Upon completion, <br />the foregoing report along with Step 02A information will be reviewed at both <br />the regional and national levels to select or formulate problems for inclusion <br />in further assessment activities and for which further authentication informa- <br />tion will be developed. <br />Upon completion of this review, Problem Authentication activities will <br />be undertaken to develop additional information on the selected problems. Problem <br />:kuthenticiation is estimated to take from 3 to G months to complete and will accomplish <br />tl:e following purposes: <br />o Obtain local, State and regional views to help authenticate those <br />problems identified in the Nationwide Analysis and Literature <br />Review and selected from the Problem Identification Survey. <br />o Provide indications of how problems identified in the Problem <br />Identification Survey would be affected if the respondent's <br />assUunptions were changed to approximate more closely the <br />range of future - condition assumptions used in Step 02A activities. <br />
