37 <br />Step 02B -- Specific Problem Analysis <br />The Specific Problem Analysis will be made to identify and develop <br />pertinent information on specific ;eater- related problems and to identify those <br />problems likely to be missed in the Nationwide Adequacy Analysis. It also will <br />be used to substantiate and refine problems identified in the Nationwide Adequacy <br />Analysis. This objective will be met by review of literature, by several expert <br />surveys, and by detailed follow -up on the problems identified in the surveys. <br />This phase of the assessment is designed to obtain opinions, guidance, and <br />detailed information from a wide range of Government and private individuals, <br />agencies, and organizations -- experts in the water resources field. <br />The surveys and follow -up activities would be conducted by standard, <br />scientifically accepted procedures that include (1) defining the objective of the <br />surveys; (2) determining the population to be studied, data to be collected and <br />method of collecting the data; (3) designing the forms; (4) pretesting the forms; <br />(5) conducting the field work; (6) following up on nonresponse; (7) processing and <br />analyzing the information collected; and (8) following up on the more pertinent and <br />and important responses. <br />User Awareness and Needs Survey: (Task 1 of Step 0213) -- This survey will <br />be the first initiated by the 1975 Assessment as soon as possible after <br />funds are available and will serve the following purposes: <br />o Identify users of the 1968 Assessment; determine the needs <br />of the users; determine the adequacy of the 1968 Assessment <br />in meeting user needs; alert potential users about the objec- <br />tives and procedures of the 1975 Assessment; identify potential <br />users of the 1975 and other future assessments; and identify <br />potential participants in the Problem Identification Survey and <br />Problem Authentication activities. <br />o Identify general problem areas around which the Problem <br />Identification Survey should be structured. <br />o Provide guidance to the Regional Sponsors and the NPAC in <br />developing the final Regional Work Plans and financial and <br />Manpower Plan by focusing attention on relevant problem areas <br />and user needs. <br />
