Sub-task 7C. Outline and Schedule for Permitting Activities
Based on the results of Sub-tasks 7A and 7B, prepare a scope and schedule for federal,
state and local permitting activities necessary to support enlargement of Elkhead Reservoir.
Include required activities through completion of dam construction and tilling of reservoir.
Sub-task 7D. Meetings
Prepare for, participate in. and document discussions of meetings necessary to carry out
Task 7 up to a total of 64 man-hours.
Sub-task 7E. Task Memo

Prepare a summary memorandum describing activities and findings of Task 7 for review
by the study TSG.
TASK 8: PRELIMINARY BIOLOGICAL ASSESSMENT
The objective of this task is to develop a preliminary Biological Assessment for use in
preliminary consultation regarding the roposed project under Section 7 of the Endangered
Species Act. The task will utilize data and analyses developed in other Tasks to produce a
document for submission to the USFWS for its review and preparation of a preliminary
Biological Opinion. The document will permit the USFWS to provide specific guidance as to
studies that will be required for preparation of the final Biological Assessment and Opinion.
Sub-task 8A. Project Description
Based on existing data and information generated in other Tasks, prepare a description
of the proposed project facilities and operation.
Sub-task 8B. List Endangered Species and Critical Habitat
Based on existing information. on field inspection of the reservoir area. and information
provided by the USFWS. prepare a listing of all Endangered Species and a description of all
Designated or Proposed Critical Habitat likely to be affected by the proposed project.
Sub-task 8C. Environmental Baseline Flows
Using the basin computer model developed in the preceding Alternatives Feasibility
Study and information from the most recent Yampa River basin Section 7 consultations
provided by the USFWS. prepare an estimate of monthly Environmental Baseline tiow
conditions encompassing water years 1930-82 in selected mainstem reaches between Hayden
and Deerlodge Park paying particular attention to reaches identified as being critical habitat
and reaches for which specific Flow Recommendations have been made.
