Wildlife Service (USFWS) for their review and comment.
Sub-task 6F. Meetings
Prepare for, participate in. and document discussions of TSG meetings necessary to
carry out Task 6 up to a total of 80 man-hours.
Sub-task 6G. Task Memo
Prepare a summary memorandum describing activities and findings of Task 6 for review
by the study TSG.
TASK 7: PRELIMINARY ENVIRONMENTAL ASSESSMENT
The objective of this task is to develop, using existing information, a preliminary
assessment of the environmental effects of the proposed Elkhead Reservoir enlargement. This
assessment will provide the basis for definition of later permitting and Environmental Impact
Statement (EIS) related activities.
Sub-task 7A. Preliminary Environmental Analysis
Using existing information and the mapping of Sub-task 3A, prepare a preliminary
environmental assessment of the enlargement of Elkhead Reservoir which addresses the
following:
* project purpose and need
* alternatives
* description of existing conditions and environmental consequences
- soils and geology
- vegetation
- wetlands and tloodplains
- water resources (hydrology, hydraulics, water quality)
- wildlife
- fisheries
- threatened and endangered species
- air quality
- recreation
- socioeconomics
- cultural
- visual
preliminary assessment of mitigation requirements and costs
The assessment should be carried out in sufficient detail for scoping of an EIS and
identification of areas where existing information is insufficient to meet regulatory
requirements.
Sub-task 7B. Outline and Schedule for NEPA Compliance
Based on the results of Sub-task 7A. prepare a scope of work and schedule for
preparation of an EIS for enlargement of Elkhead Reservoir in accordance with the NEPA
