District has filed for and received a junior fill and storage water right. No additional water <br />supplies will be developed in connection with this phase of the project. <br />The Ziegler Reservoir enlargement will not broaden the District's service area. <br />Hydrology/Water Rights <br />The Ziegler reservoir enlargement will not require any additional water rights or water <br />supplies for the District beyond the District's current portfolio. As part of the 2008 Ziegler <br />Reservoir purchase, the District acquired the 1969 Ziegler Reservoir fill and storage right <br />decree, included in Appendix G. The supply for the reservoir is delivered from East <br />Snowmass Creek by means of the East Snowmass Creek and Brush Creek Ditch and <br />the Ziegler Pipeline Extension. This is an absolute water right to divert 1.0 cfs of water <br />and store 57 AF in the reservoir. The rights have an appropriation date of July 11, 1962 <br />and an adjudication date of November 5, 1971; the adjudication being part of civil action <br />#5884. <br />Additionally, in 2008, the District acquired a junior 300 acre-foot storage right for the <br />planned enlargement of Ziegler Reservoir, to be delivered through two separate junior <br />water rights. These water rights are also included in Appendix G. The first is a water <br />right to divert 5.1 cfs through the existing East Snowmass Creek and Brush Creek <br />Pipeline. The second is a water right to divert 6.0 cfs through the existing Snowmass <br />Creek Pipeline. These rights were granted in Case No. 08CW183. Both of these <br />pipelines are part of the existing Ziegler Water Management System that was <br />constructed in 2009, and are connected to the pump station located on the right <br />abutment of Ziegler Reservoir. The rights have an appropriation date of December 10, <br />2008 and an adjudication date of December 31, 2008. <br />The District has additional water rights as part of an extensive inventory of water rights <br />necessary to meet its municipal needs. These rights are not relevant to the enlarged <br />Ziegler Reservoir, but a comprehensive list of these rights can be supplied to the CWCB, <br />if needed. <br />Comparison of Water Demand and Availability <br />A report prepared by W. W. Wheeler in 2006, was commissioned by the District to <br />evaluate the need for raw water storage. Based in part on the finding of the report, the <br />District purchased Ziegler Reservoir.
