SECTION III <br />PROJECT BACKGROUND AND NEED <br />Study Area and Description <br />The District is approximately 3,912 acres in size and includes the Town of Snowmass <br />Village. The District provides potable water, sanitation service and water for fire <br />protection within its boundaries, and potable water service outside its service area to <br />Brush Creek Metropolitan District. <br />The Ziegler Reservoir project location, Figure No. 1 in Appendix A, is strategically <br />located within 2,400 feet of the District's primary raw water flow control facility, the Divide <br />Box. <br />Ziegler Reservoir is an off-channel reservoir located in a small, upper drainage basin of <br />Brush Creek. The reservoir is situated in Tract 47 and 51 (in the southwest quarter), <br />Section 2, T. 10 S., R. 86 W. of the 6 P.M. Water to fill Ziegler Reservoir is diverted <br />from the East Snowmass Creek. <br />Previous Studies Completed <br />The Ziegler Reservoir Water Management System connects the existing District's raw <br />water delivery system to Ziegler Reservoir through the Divide Box, through pipelines <br />connected to the reservoir and the reservoir pump station. This water management <br />system was designed and built in 2009 to utilize the capacity of a planned reservoir <br />enlargement. A preliminary design report for the planned 2011 reservoir expansion and <br />a preliminary soils investigation of the reservoir site were prepared to verify the suitability <br />of the reservoir for District use, prior to the 2008 purchase of the reservoir. <br />Project Lands <br />The enlarged dam and reservoir will be built on property owned by the District. A copy <br />of the topographic map showing the Divide area, easement, and reservoir is included in <br />Appendix A. A detailed view of the reservoir, flood easement boundary, and dam <br />maintenance easement is also shown on Sheet 4 of the design drawings in Appendix C. <br />Water Demands <br />The purpose of this project is strictly limited in scope to provide system reliability for the <br />Snowmass Water and Sanitation District.
