Emergency Loan Application and Feasibility Study Beeman Irrigating Ditch and Milling Co.
from the historic inlet channel and the joint headworks area. During the active flooding, the
headworks were breached, resulting in uncontrolled flooding in the service area until an earthen
plug could be installed and an intentional bank breach could be constructed to relieve flooding
downstream along the ditch.
Water Rights
The water rights impacted by this project include:
Name
Water Court
Appropriation
Adjudication
Amount
Avg. Several alternatives to restore functionality were evaluated for their feasibility.
The Beeman/1\412 joint project will retain a Professional Civil Engineer and Geotechnical
Engineer to design the island and joint headworks structures.
Alternative 1— Do Nothing: This alternative is considered unacceptable. Failure to complete the
proposed project would prevent diversion of the joint company water rights, potentially leading
to abandonment of these rights and the ditch. Non - diversion of these rights will further result in
significant economic impact to local agricultural producers and a significant area electrical
generation facility.
Selected Alternative 2 — Rebuilding Collaboratively with Improvements: The proposed project is
a collaboration between two ditch companies that have historically jointly used the affected
facilities for their mutual benefit. There are no other water users in the immediate vicinity who
would benefit from the proposed project.
Project Description
The project has been developed in phases to allow for water diversions to be started at the
beginning of the 2014 irrigation season (see Figures 1 and 2). Other improvements have been
phased to occur after the 2014 irrigation season. Depending on working conditions, these future
phases could be conducted concurrently.
