Emergency Loan Application and Feasibility Study GREEN DITCH COMPANY <br />Project Description <br />The Green Ditch Company has retained ERO Resources and Olsson Associates to plan and <br />design a practical and environmentally sensitive restoration of the water rights to the Green <br />Ditch. Because of the extreme nature of the breach and the length of creek bed affect, several <br />potential designs are being evaluated. <br />Alternative 1β Do Nothing: This alternative is considered unacceptable. Failure to re -align the <br />stream or create a new diversion structure would eliminate the shareholders ability to have access <br />to their water rights, leading to the abandonment of the water rights and the ditch. <br />Alternative 2 β Rebuildin g Collaboratively with Improvements:. <br />On October 23,d, the Stream Task Force visited this site and suggested numerous options. This <br />site is complex considering that the stream channel moved to a location that is considered to be <br />more amenable for the natural environment by some stakeholders. While the Green Ditch <br />Company is amenable to long -term solutions that provide environmental/stream- friendly <br />approaches, the Company is most interested in assuring that the ditch is able to divert its decreed <br />amount of water during the 2014 irrigation season. <br />Selected Alternative 3 β Boulder Creek/Green Ditch Channel Repair: <br />The proposed alternative would allow for some stream flows to continue in the new channel <br />created as a result of the September 2013 flood. A new point of diversion would be established <br />upstream of the breach. The new diversion structure is necessary to divert low flows, up to the <br />decreed amounts owned by the Green Ditch, to a new piping system. This pipe would carry the <br />water to the former hcadgate of the Green Ditch. This alternative is the more complex <br />alternative but is rebuilding the diversionlstream system with environmental consideration. This <br />alternative includes "environmental improvements" that are above and beyond what is necessary <br />for the Ditch Company to ensure water deliveries for the 2014 irrigation season. It is estimated <br />that approximately $325,000 of the total estimated cost of $525,000 is associated with the <br />"environmental improvements." Due to this, the Ditch Company requests that this loan request <br />receive consideration at a future CWCB meeting for a grant in the amount of $325,000 as a <br />"CWCB loan grant/package." The Ditch Company understands that the Board intends to have <br />this discussion at its upcoming November 2013 meeting. <br />(See attached diagram.) <br />Alternative 4βRe-establishing the Boulder Creek channel to former location <br />While not the preferred alternative, the Green Ditch Company could re- establish the Boulder <br />Creek channel to its pre -flood location which would ensure the ability to divert its decreed <br />
