As a mutual ditch company, ditch conveyance losses are <br />shared among FHL shareholders. The SEO estimates ditch loss in the FHL Canal to be as <br />high as 25% (see Appendix C), but ditch company annual meeting reports show overall <br />ditch loss as low as 2% when comparing ditch deliveries to headgate diversions. There <br />are also ditch conveyance losses within the Signal Ditch prior to reaching the Wadley <br />Farms No. 3 headgate.
