LAND OWNERSHIP <br /> The land in the project service is primarily private farms, ranches, and some individual home sites. <br /> All of the agricultural land serviced by the PVIC is privately owned. <br /> WATER RIGHTS <br /> The Platte Valley Irrigation Company(PVIC)diverts water for irrigation from the South Platte River <br /> near Platteville, Colorado. Both PVIC and Farmers Reservoir and Irrigation Company (FRICO) <br /> divert water from the river through a jointly owned headgate, which is located on the east bank of <br /> the South Platte River in the NE 1/4 of Section 19,Township 2 North,Range 66 West of the 6th P.M. <br /> They share the same channel(the Platte Valley Canal,jointly owned with FRICO)for approximately <br /> 10 miles to a bifurcation structure, located in Section 9, Township 3 North, Range 66 West of the <br /> 6`h P.M. At that point, the Evans No. 2 Ditch, owned by PVIC, serves to deliver water to irrigated <br /> lands under the ditch. The Evans No. 2 Ditch terminates at the inlet to Lake Christina, which is <br /> owned by FRICO. The decree for the Evans No.2 Ditch is known as Priority No. 25,in the amount <br /> of 177.07 cfs(PVIC was also decreed Priority No.40,which was later transferred to FRICO as part <br /> of a settlement agreement; it was later declared abandoned.) PVIC has successfully applied in the <br /> Water Court for a direct flow right and storage right to fill and refill Platte Valley Reservoir No.1 <br /> which involves the use of the Platte Valley Canal as well as the Evans No. 2 Ditch for delivery of - <br /> water and for recharge. The application includes two recharge sites,a junior water storage right,and <br /> recharge by seepage from sections of the ditch using diversions from the junior priority. The <br /> DECREE OF THE WATER COURT is included in Appendix H. <br /> PVIC also currently owns 6,568 units of NCWCD. The PVIC has part ownership in Sandhills <br /> Reservoir(also known as Coal Ridge Dam) and can store up to 400 acre-feet of CBT water in this <br /> reservoir. The company has no water decree associated with this reservoir. <br /> An analysis of the firm yield of the PVIC water rights has not been conducted for this study. <br /> However, we believe a good yardstick for the firm yield is the water available to the PVIC in 2002. <br /> The water records for the diversions to the PVIC for the years of 1950 through 2004 are included in <br /> Appendix F. For the year 2002 the water diverted was 15,044 acre-feet whereas the average for 1995 <br /> to 2004 was over 40,000 acre-feet with a maximum diversion of 72,184 acre-feet in 1997. The <br /> diversions for all years from 1995 to 2004 were in excess of 40,000 acre-feet except for the year <br /> 2002. The lowest diversion of record, from 1950 to 2004, was in 1954 where only 3,304 acre-feet <br /> of water was diverted at the PVIC headgate. This however would have been prior to the company's <br /> ownership of CBT water. <br /> NEED FOR THE PROJECT <br /> The PVIC has need for some storage capacity and also has a need for an equalizer on the ditch to <br /> allow for more efficient management of the water diverted. At the present time they have to balance <br /> the diversions with the demand or lose a portion of the diverted flow. Their only option at the <br /> present time, if there is an excess of water in the system, is to divert water into Lake Christina and <br /> Platte Valley Irrigation-Feasibility Study Page 3 <br />
