the Gilmore Ditch,neither being owned by PVIC. This water is lost to them with no return for any <br /> excess. The proposed changes to their system will help alleviate these problems and losses. <br /> The company also has a need, based on the requirements of the Water Court, to improve the flow <br /> measuring capability of various reaches in the ditch. The court has mandated this improvement if <br /> PVIC is to claim recharge credits in the system. These structures are separate from the reservoir <br /> project but have been included as part the overall ditch modernization and improvement. <br /> PROPOSED FACILITIES <br /> The Platte Valley Irrigation Company is interested in constructing 1) a new reservoir, Platte Valley 1 r <br /> Reservoir No. 1, and 2) adding additional measurement and control structures on their main ditch. Q ` ' <br /> Currently the PVIC system consists of a headgate on the South Platte near Platteville and <br /> approximately 15 miles of supply ditch that services approximately 14,832 acres of irrigated crop <br /> land. The company does retain part ownership in Sand Hills Reservoir where they can store up to <br /> 400 acre-feet of CBT water. This is currently the only storage on their system. <br /> ALTERNATIVES EVALUATED <br /> During our study of Platte Valley Reservoir No. 1, we evaluated the following alternatives: <br /> 1) No action alternative, 2) Use of another reservoir in the area to act as an equalizer, and 3) <br /> Construction of 14 foot high dam with a 10:1 upstream slope, and 4) Construction of 14 foot high <br /> dam with a 3:1 upstream slope and riprap slope protection. Following is a summary of our <br /> assessment of each alternative. <br /> No Action Alternative <br /> One course of action considered was to not construct the reservoir and maintain the current method <br /> of operation of the ditch. The ditch has been operated in its current state for a very long time and <br /> can be operated this way in the future. However, the need is apparent for some storage within the <br /> system to allow for more efficient operation of the ditch and to control the loss of water in the <br /> system. Based on their needs,the PVIC decided this option was not valid and did nothing to ensure <br /> the continued operation of their system. With the current and future demands on water in the State, <br /> the need to manage water as efficiently as possible will be more acute in the future and this option <br /> does nothing to improve their operation. <br /> While this alternative has no immediate capital expenditures,there will be cost to the company over <br /> the years due to water inefficiencies and management problems. The potential cost of these future <br /> problems was not evaluated during this study but we believe they could be significant as the water <br /> picture becomes even tighter in the future. <br /> Existin.Reservoir Alternative <br /> This alternative considered utilizing an existing reservoir as an equalizer for their system.
