COST ESTIMATE <br />The cost estimate is for the selected alternative presented in this report. Storage <br />volumes are based on data provided by River Bluffs Ventures, LLC and delivery rates <br />are provided by Leonard Rice Engineers in the attached Memorandum. The cost <br />estimate is in 2013 dollars. Upon completion, the KygerReservoir is estimated to hold 1,000 <br />to 1,100 acre-feet of storage. However, the final volume will need to be determined by <br />a survey of the completed reservoir. Assuming the smaller storage volume of 1,000 <br />acre-feet, the estimated cost for purchasing the lined reservoir is $2,750,000. <br />The Town of Windsor desires 172 acre-feet of senior water rights from either the New <br />Cache direct flow rights and/or the Box Elder Ditch Company. At an estimated cost of <br />$6,000 per acre-foot of consumptive use credit, theestimated cost of purchasing the <br />water rights is $1,032,000. <br />The attached Leonard Rice Engineers Memorandum includes an associated <br />infrastructure cost estimate for the Kyger Pit. Two delivery systems are proposed and <br />needed for a successful Kyger Reservoir project: 1) delivery system from the Greeley <br />No. 2 Canal and 2) a pump station on the Cache la Poudre River. The delivery system <br />from the Greeley No. 2 Canal will deliver the 172 acre-feet of senior water that will be <br />stored in Kyger Reservoir. The pump station will allow the Town to divert a junior water <br />right during times of high river flows and free-river conditions. <br /> <br />
