D. GMWCD WATER RIGHTS <br />In 1961 the Grand Mesa Water Conservancy District (GMWCD) and the <br />North Fork Water Conservancy District filed with the Colorado Division of Water <br />Resources a plan known as the Grand Mesa Project to impound approximately <br />60,000 acre -feet of water on the South side of Grand Mesa. Over the intervening <br />years a series of studies was commissioned by GMWCD to determine the best <br />means of storing the snow pack accumulated on Grand Mesa. Two of these <br />studies focused on single large reservoirs, but the GMWCD determined that the <br />cost of developing storage in the range of 10,000 AF and above is very high and <br />out of reach of the District. Consequently, water from the Grand Mesa Project <br />has been transferred to smaller rehabilitated reservoirs: <br />A. Case 02CW009 transferred 93AF to Skinned Horse Reservoir <br />owned by, and rehabilitated by, GMWCD. <br />B. Case 01 CW23 transferred 97AF to Arch Slough Reservoir <br />owned by, and rehabilitated by, GMWCD. <br />C. Case 01 CW23 transferred 376AF to Upper Eggleston Reservoir <br />owned by, and rehabilitated by, GMWCD. <br />D. Case 09CW170 transfers 30 AF to Peak Reservoir now under <br />construction by GMWCD. <br />E. Case in progress requests transfer of 125 AF to Blanche <br />Park Reservoir, which is the topic of this application. <br />There has been no serious opposition to these filings, and because Delta <br />County residents favor additional water storage, the District does not anticipate <br />any protest to impound conditionally decreed water on Grand Mesa. <br />E <br />
