CWC8 <br />FROM: John Van Sciver <br />DATE: November 4, 1993 <br />SUBJECT: Agenda Item 9o, November 9 -10, 1993, Board Meeting- - <br />Jackson Lake Reservoir and Irrigation Co. <br />Approval of a Construction Fund Loan in amount of <br />$1.0 million to Rehabilitate the Upstream Face of the Jackson Lake Dam. <br />•• <br />The Jackson Lake Reservoir and Irrigation Company, headquartered in Fort Morgan <br />Colorado, has submitted an application for a loan to rehabilitate the upstream face of the <br />Jackson Lake Dam. They have requested $1.0 million (4% for 30 years) which is 75% of the <br />total estimated project cost of $1.33 million. <br />The Jackson Lake Dam is constructed of fine grained sand and has a concrete <br />upstream face which provides protection from wave action as well as an impermeable <br />barrier against seepage. This facing is a critical part of the dam. If it fails, the dam could <br />be breached by waves during high wind, or fail due to piping of embankment materials. <br />The concrete face, originally constructed in 1907, is in poor condition and requires <br />about $20,000 per year in maintenance. In spite of this work, sinkholes or voids have been <br />discovered behind the facing by caretaker personnel. <br />Jackson Lake Dam is a class 1 structure, the failure of which is expected to cause loss <br />of life. <br />The Company has hired Duane Smith of Smith Geotechnical to conduct a feasibility <br />study and evaluate alternatives for rehabilitation of the upstream face. <br />U15 USSION <br />The feasibility study has not yet been provided to the CWCB staff, however staff is <br />very familiar with the Jackson Lake Dam and the problems with the upstream face, and <br />believes the estimated cost is reasonable. <br />The staff has not evaluated the Company's financial condition and ability to pay. <br />However, it is anticipated that the Company will undertake repairs over a number of years <br />
