Analysis <br />a. Embryos are difficult to obtain represented fish and are rugged <br />i. Egg survival is 20% through all tests <br />ii. The intake is below surface elevation and eggs will be laid in the estuarial <br />waters around the lake edge <br />(a). Believe there is a low likelihood of eggs entering the intake <br />b. Fish tests show a high likelihood of working based on given data <br />i. Likelihood of minnows in intake is low as they will be in shallows around <br />lake. <br />(a). Minnows that travel near the intake are food for predatory fish. <br />c. Testing at El. 6882 will test without inserting fish into pipe behind valve. It will <br />test what actually enters the intake naturally. <br />IX. Mitigation Area Update <br />A. Nothing new to report on long -term management <br />X. Current/Upcoming License Agreements <br />A. The City of Durango has submitted a request for a license agreement to connect to the City <br />of Durango 30" pipeline at the Durango Pumping Plant. <br />B. The City has met with BOR to discuss connecting to the blind flange on the City of Durango <br />Discharge Line at the Durango Pumping Plant. BOR/COD /Association needs an agreement <br />on operations of the valves, power costs, etc. BOR acting as a facilitator as the agreement <br />will mainly deal with COD and Association. <br />XI. Repayment/Water Delivery Contracts Update <br />A. Letter from the State of Colorado wanting to initiate discussions on repayment. Page will <br />schedule soon. <br />B. O &M agreement with Navajo Tribal Utility Authority for NNMP needs to be initiated <br />winter of 2011. <br />XII. Final Cost Allocation (FCA) <br />A. Total time for cost allocation process is estimated to be 12 -18 months after the close of all <br />books (Colorado features) from start of allocation process. <br />B. BOR committed to a fast and efficient process. <br />C. Barry can provide cost reports to date. Sponsors need to provide Barry with what details <br />they would like. Barry will schedule time with sponsors, individually, to start discussions. <br />D. Issues to discuss: <br />1. Session on SPCCR first (first of the calendar year) <br />2. How do we deal with "Reasonable & Unforeseen "? <br />3. What is sponsor water cost? <br />4. Future budget requests can be foggy in this discussion. <br />XIII. Recreation Area Update <br />A. BOR looking into options for providing funding to assist ALPWCD's recreation planning <br />efforts. <br />1. Hurdles on the procurement side of things. <br />18 <br />
