PCC Meeting — October 05, 2010 <br />Version: October 5, 2010 <br />malfunctioning. A full teardown of the pumps will occur when we stop pumping and <br />dewater the RBIC. <br />D. HVAC <br />1. Contractor is redesigning some items that have kept the system from properly <br />functioning. They will return to the site to fix the issues. To date this has not been <br />running or tested. <br />E. RBD <br />1. Work on punchlist items continues but no commissioning issues have been identified. <br />2. Basin creek drop structures have not been tested. This will happen at a future date but <br />the primary focus is on filling the reservoir. <br />VII. Tribute Garden <br />A. The architect has made a site visit and is continuing with the design. WCA has constructed <br />the approaches and guardrail has been installed. WCA to continue with grading efforts on <br />the site. <br />B. WCA and the O &M Association have set up an account for paying for the garden. <br />1. Robin Halverson to provide sponsors with an accounting of the expenditures and <br />account status. <br />2. Each entity is to donate $15,000 to cover costs outside of WCA (labor) and SUIT (batch <br />materials) expenses. <br />C. At the last Association meeting a letter of intent was signed to include the garden as a <br />feature of the project for O &M purposes. <br />VIII. Fish Mortality Presentation (See slides) <br />A. Presenter: Ray Bark from BOR TSC fisheries biologist <br />1. This is the first time a sleeve valve has been used for this purpose <br />2. Valve meant to dissipate energy and not necessarily to kill fish <br />B. Purpose of testing <br />1. USFWS Biological Opinion Conservation Measure #5 of 8 <br />a. "Reclamation will implement all actions necessary to prevent escapement of <br />nonnative fishes from Ridges Basin Reservoir in any water leaving the reservoir. <br />b. A 100% mortality rate would be a lofty goal as this has never been found with any <br />previous counter - measures. Location of outlet works (in the middle of reservoir, <br />below low -water level) and low likelihood of fish/eggs entering outlet works and <br />surviving trip through outlet works will be considered when determining if BO <br />conservation measure is met. <br />2. This is the first study for this purpose, typically trying to save fish from turbines. <br />C. Testing <br />1. Fish size of 16mm or less as this is the size of the holes in the sleeve valve <br />2. Determined level elevations for testing <br />a. Cannot test throughout the lake filling period <br />b. Fish bladders decrease by 50% for every additional atmosphere of pressure <br />c. Start below minimum pool for baseline <br />d. Determined testing at each atmosphere of pressure at the following elevations <br />i. E1. 6775 <br />ii. El. 6795 (1 atmosphere) <br />iii. El. 6801 (minimum pool) <br />iv.
