PCC Meeting — October 05, 2010 <br />Version: October 5, 2010 <br />Work on the contract of the installation of the security and communications contract has <br />been substantially completed. <br />2. No change in risk rating <br />H. Materials pricing increases and shortages <br />1. Steel prices appear to be declining, and have dropped approximately 2.3% over the past <br />year The risk rating was revised to indicate unchanging risk <br />2. No change is risk rating <br />I. Funding <br />1. The funding level will continue to be worthy of concern. The magnitude of this risk has <br />been reduced by the completion successful start of the first fill, and recent contract <br />awards. However, this situation has considerable risks associated with the unknown <br />outcome of the remaining construction activities. If the outcome of the remaining <br />construction work is negative or if further budget cuts occur, they could seriously <br />impact the Project schedule and therefore the cost of the Project. <br />2. No change in risk rating <br />J. Project schedule <br />1. The overall Project Schedule is being impacted. Project float has been reduced, due to <br />hydrology related issues that are beyond our control. The schedule is in jeopardy of <br />delay due to associated increased Project costs. The Contracting Officer assigned to <br />ALP for the last 5 years has accepted a position with another Federal agency. Utilizing <br />other Contracting Officers may impact resolution of remaining contract issues. The <br />resolution of issues associated with several of the auxiliary mechanical systems at the <br />pumping plant may result in future delays to the pumping schedule. <br />2. No change in risk rating <br />V. Issue Identification <br />A. FYI 0 budget update <br />1. It looks like there will be a surplus of FYI funding, of approximately $15 million. A- <br />LP will likely carry over $5 million and let the rest go to other Reclamation projects. <br />B. Outlet works schedule update <br />1. No update provided by contractor <br />VI. Commissioning Issues <br />A. Trash Rake <br />1. Reclamation is looking into the feasibility and cost of installing a trash rake, and will <br />provide information in the future. This may or may not be cost effective, as it will be <br />very complicated, and depending on future operations of the plant, it may not be <br />necessary or used very often. <br />B. Fish screen cleaner <br />1. The cable on the fish screen sweeper was replaced. It was possibly worn due to <br />misaligned drums, but this could be an annual maintenance issue. Drums were aligned <br />when the new cable was installed. Reclamation continues observing this and it appears <br />to be fixed so far. <br />C. Pump units <br />1. It was discovered that three (3) of the large units do not have the solids excluder <br />bushing installed. Reclamation's position is that this is a latent defect, and the <br />manufacturer is responsible. It was also observed that the RTD's may be <br />15 <br />
