PCC Meeting — October 05, 2010 <br />Version: October 5, 2010 <br />D. Durango Pumping Plant <br />1. Reclamation is currently in the process of resolving outstanding contractual issues. <br />However, inflation effects and the net cost of modifying the contract are currently <br />unknown. The main unit and auxiliary control systems have been installed. Functional <br />testing of the auxiliary systems has been completed. Challenges in electrical and <br />mechanical equipment fabrication and installation, partially resulting from the electrical <br />re- design, are being addressed. These challenges resulted in some of the float, built into <br />the schedule for first fill, being used. <br />2. There are currently some issues with the mechanical seal water system, which <br />occasionally result in nuisance shutdowns of the pumping units. The seal and system <br />water pump manufacturers have provided input, and the Contractor and Reclamation are <br />working diligently to resolve this problem. There are other minor issues involving the <br />sump pumps, the cooling water system, the main pump and motor units, the piping, the <br />strainers, the fish screen cleaner, and the crest gates. The issues are relatively minor in <br />some instances, but may require some additional work or redesign efforts prior to <br />transfer to O &M status. There are some issues with the seals on units #2,-#4 and #8. <br />The contractor is working diligently to resolve these issues. <br />3. Additional studies have shown that the Obermeyer Crest Gates will not operate properly <br />in the conditions in the Intake Structure. The differential required in the water surface <br />across the gates is not available during normal operating conditions. The use of air as a <br />medium to operate the Obermeyer Gates will not work. A temporary system utilizing <br />water as the operating medium has been installed for operations this season. Other <br />alternative hoisting systems for the gate leafs are being evaluated. <br />4. The installation of a trash rake system is being evaluated for the intake structure. <br />5. It appears that the Solids Exclusion Bushings on pumps 5 through 8 were not installed <br />in the factory. The pump manufacturer is preparing a proposed remedy. <br />6. No change in risk rating <br />E. Unknown ground conditions <br />1. The contractor for the Horizontal Direction Drilling contract has encountered conditions <br />that they believe are a differing site condition. Work was delayed for one month while <br />plans were formulated. A trench was excavated through the sands and gravels above <br />the bedrock to expose the point where the drill hole exits the bedrock. One large <br />sandstone boulder was encountered. No agreement on if this one boulder represents a <br />differing site condition. Proposals totaling $1.3 million have been submitted for <br />claimed impacts due to this issue. Installation of the HDD pipe has been satisfactorily <br />completed. The potential differing site condition claim has been resolved. <br />2. The risk rating was revised to indicate an unchanged level of risk. <br />F. Cultural resources mitigation <br />1. The final field season has been completed. Some minor field work for clearance of the <br />boundary fencing remains to be completed. NAGPRA related burials have been <br />completed and documentation of project findings is ongoing. <br />2. No change in risk rating <br />G. Procurement <br />I. Recent awards have occurred, however high risk remains for construction related work <br />for other features of A -LP. NNMP, Reaches 2 through 6 procurement has been <br />completed. Procurement activities for the Project Operating Facility, and Lake <br />Nighthorse boundary fencing have been completed. A pickup truck has been delivered <br />for the Association. No other progress on procurement of first fill heavy equipment. <br />14 <br />
