One of the recommendations in the First Filling criteria <br />provided by the Denver Office was to inspect the outlet works <br />conduit above the guard gate after the 4 stages of the filling <br />criteria had been completed. This was to determine if any <br />change or additional cracking had developed since the <br />construction of the dam was completed. This inspection would <br />require* either installing the bulkhead and dewatering and <br />entering the conduit, or sending a diver down with a Tv camera <br />and a regular underwater camera for still pictures to inspect <br />the conduit. In either case, unless the reservoir level' is <br />drawn down below the recreation pool, a "hard hat" dive with <br />a barge to work from would be required. <br />,Action - Reclamation - Reclamation does not feel that <br />inspecting the conduit by dewatering it is warranted at this <br />time. All of the instrumentation data collected over the past <br />5 years shows no significant movement by the conduit and the <br />outlet works is operating as it is supposed to. The Denver <br />Office indicates that it would be desirable to send a diver <br />into the conduit with a camera to gain more definitive visual <br />information on the conduit condition. However, this would be <br />contingent upon such things as safety considerations, costs, <br />and quality of information obtainable. A telephone quotation, <br />with the last dive team that inspected Reclamation dams, was <br />for $50,,000 to $60,000 to do the dive. Because of the long <br />conduit, in excess of 500 'feet, and the depth of water, <br />approximately 200 feet, it is doubtful that any meaningful <br />information could be gathered. Therefore, Reclamation accepts <br />the fact that there has been a settlement problem with the <br />upstream portion of the outlet works conduit, that the problem <br />appears to have been corrected, and all existing <br />instrumentation data indicates no significant movement to <br />date. If in the future an inspection of the river outlet <br />works conduit is warranted because of a significant change in <br />the instrumentation data, or structural work is necessary <br />because of additional movement, Reclamation will, at no cost <br />to the District, inspect the conduit and /or make the necessary <br />repairs. <br />3. A. 24 -Inch Steel By -Pass Pipe <br />The exterior paint on the 24 -inch by -pass pipe appears to have <br />failed. The paint in several areas along the pipe is pitted <br />and bare metal is exposed. <br />Action - Reclamation - Reclamation will prepare and administer <br />a contract to either repair the paint or replace it entirely. <br />The coal tar epoxy on the inside of the 24 -inch steel in the <br />vicinity of the valve pit will be repaired also. <br />B. Grout the 24 -Inch Steel By -Pass Pipe <br />The 24 -inch construction by -pass pipe will be grouted shut <br />upstream of the 20 -inch butterfly valve located in the gate <br />
