III. Construction Specifications
Pursuant to Public Law 93 -638, the Indian Self- Determination, Education, And Assistance Act (PL -638),
most of Ridges Basin Dam construction was delegated to the Ute Mountain Ute's construction arm,
Weeminuche Construction Authority (WCA). "Batched" materials (primarily concrete) were also
subcontracted by WCA to Sky Ute Sand and Gravel, a company owned by the Southern Ute Indian Tribe.
A. Ridges Basin Dam
Due to the Project -wide critical path that required consideration of all Project features
and allocations from Reclamation's annual budget to the Project, six construction contracts
were issued to build Ridges Basin Dam. These contracts are listed below:

B. Ridges Basin Inlet Conduit
In preparation for the relocation of three gas pipelines around the reservoir area, an 84"
diameter CMP casing pipe was installed in preparation for the 72" diameter Ridges Basin
Inlet Conduit. Ridges Basin Inlet Conduit was constructed under the following contracts:
