Animas -La Plata Project <br />Feb 13, 2013 Draft Transfer Inspection Report <br />In 2000, Reclamation released a Final Supplemental Environmental Impact Statement and Record of <br />Decision that identified the scaled -down Project as the preferred alternative. The scaled down <br />alternative provided the Colorado Ute tribes with an assured water supply and contained both structural <br />nonstructural components. Because this alternative would provide benefits to the Colorado Ute Tribes <br />that were not identical to those envisioned in 1988 Settlement, it was recognized that Congressional <br />authorization was needed to achieve final implementation. <br />In 2000, Congress authorized the scaled -down Project with the passage of the Colorado Ute Settlement <br />Act Amendments of 2000. These amendments authorized construction of Ridges Basin Dam and <br />Reservoir, Durango Pumping Plant, and Ridges Basin Inlet Conduit. <br />On December 30th, 2009, the Bureau of Reclamation and the Association entered into contract 10 -WC- <br />40 -370 to provide the necessary OM &R activities of the Transferred Works. This contract includes a <br />definition of the Transferred Works, as well as the transfer process. <br />Since 2009, Reclamation and the Association have been working together to identify and pursue <br />necessary Project corrective actions. <br />In 2012, in preparation for Project transfer and as required by Reclamation Manual, Directives and <br />Standards FAC 02 -01, Reclamation provided the Association both classroom and on -site O &M training <br />specific to the Project. <br />On DATE, 2013, FCCO notified WCAO of substantial completion of the Project features subject to this <br />transfer process.
