Animas -La Plata Project
Feb 13, 2013 Draft Transfer Inspection Report
TRANSFER ISSUE
STIPULATION
There is no protection
Reclamation will ensure that all motor operated discharge and
between the service bay
Reclamation will install a roughly 2' net around the perimeter of
and the unit bay from
the opening to catch any falling objects.
falling objects
Reclamation will provide vent caps for all gear boxes.
The Uninterruptable Power
Reclamation will test the system and ensure complete
Supply (UPS) device DSE has
functionality.
not been tested
The door lock cylinders are
missing from the service
Reclamation will provide the appropriate door lock cylinders.
bay workroom
There is no code call system
Reclamation will install a suitable code call system in the plant.
installed at the plant
Background: Shrinkage cracks in the concrete deck were providing a water pathway to
the control room and the bus gallery. The entire deck was caulked from the interior,
pressure grouted from the exterior, and overlaid with an epoxy grout to seal the surface.
Minor control room seepage exists, but Reclamation anticipates that repairs to asphalt
paved areas and concrete joints, referenced in the transfer issues above, will remedy this
situation. Reclamation will continue to monitor control room seepage.
3. Suction (Intake) Manifold
In the pumping plant structure, the 84" diameter steel pipe manifolds into the individual
pump intake lines that feed Units 1 through 8. One combination air valve is located on the
suction manifold between the connections for pumping units 3 and 4.
4. Butterfly Valves - General
Butterfly valves are individually identified in the sections below, but all exhibit similar
problems.
Background. All butterfly valves, with the exception of the suction butterfly valves, have
difficulty operating. At the request of Reclamation, Flo - Controls, Inc., has evaluated the
situation and provided recommendations for mitigating the problem. Mitigation is
currently in progress. The agreed upon valve and valve operator modifications is jointly
being coordinated between Flo- Controls, Inc., Reclamation, Weeminuche Construction
Authority, and the Association
TRANSFER ISSUE
STIPULATION
Reclamation will ensure that all motor operated discharge and
Butterfly valves exhibit
guard valves, and all manually operated guard valves are capable
excessive difficulty opening
of being operated as designed.
All operator gear boxes
Reclamation will provide vent caps for all gear boxes.
need vent caps
5. Pumping Units - General
The eight main pumping units are horizontal, split -case, centrifugal pumps directly
connected to a horizontal shaft and synchronous motor. They consist of four large pumps
Transferred Works Inspection 17 Animas -La Plata Project
