Exhibit A <br />Instructions for Proposal Preparation <br />The proposal should be in the following format: <br />1. Cover Letter <br />2. Title Page <br />3. Table of Contents <br />4. Introduction <br />5. Scope of Work <br />The Scope of Work shall be based upon and follow the format of the Work Tasks <br />identified in Exhibit B. The Consultant must provide sufficient detail to explain <br />the Consultant's understanding of the work tasks, identify the activities the <br />Consultant intends to undertake in addressing each Work Task, and clearly state <br />any assumptions relevant to addressing those Tasks. <br />6. Consultant - Proposed Alterations <br />If the Consultant believes that the description of Work Tasks as described in <br />Exhibit B can be improved by addition, deletions, or alterations, such changes <br />may be proposed and described in detail in this section. <br />7. Work Schedule <br />The Consultant is to provide a work schedule to coincide with the Scope of Work <br />and Alterations in 5 and 6 above. Where appropriate, the consultant will identify <br />target dates for the completion of certain tasks, the holding of meetings, and the <br />issuance of reports. Time is of the essence in the completion of this work. The <br />schedule specified in the RFP is based on important milestone dates provided by <br />the Governance Committee. However, it is critical that the work serves its <br />intended purposes. Therefore, if the Consultant deems that the work cannot be <br />completed in the allotted time, an alternate schedule may be proposed. However, <br />if such an alternate schedule is proposed, the Consultant must provide an outline <br />of the work that will be completed by the completion date specified in this RFP. <br />8. Work Team Composition and Organization <br />The Consultant shall identify any firms and all individuals that will be involved in <br />the work effort, the organizational "structure" of the work team, the Principal(s) <br />in overall charge of the work effort and what work is expected be performed by <br />-4- <br />
