Ms. McPhillips can be reached in her office at 605- <br />224 -8693, extension 32. <br />Whooping Crane: <br />Dr. Jim Lewis <br />Dr. Lewis is a retired U.S. Fish and Wildlife Service biologist who resides in Albuquerque, New <br />Mexico. Upon his retirement in 1997, Dr. Lewis was an Endangered Species Biologist in the <br />Service's Regional Office in Albuquerque, New Mexico. He received his Bachelor of Science <br />and Master of Science degrees from the University of Michigan and Michigan State University, <br />respectively, and completed his Doctoral dissertation on sandhill cranes at Oklahoma State <br />University. Dr. Lewis held the position of the U.S. Whooping Crane Coordinator (Coordinator) <br />and Recovery Team Leader from 1984 to 1997. He was co- chairman of the first International <br />Whooping Crane Recovery Team formed in 1995. He was instrumental in developing <br />international agreements with Canada and 13 U.S. states to protect whooping cranes in migration <br />and on the wintering grounds, worked closely with the Grays Lake and Florida reintroduction <br />projects, and served as the Service's representative to the Avian Power Line Interaction <br />Committee. Dr. Lewis was the principal author of the Contingency Plan (Plan) for the Federal - <br />State Protection of Whooping Cranes. This Plan outlines cooperative Federal -State efforts to <br />protect migrating whooping cranes. In 1996, he participated in a workshop summarized in a <br />report entitled "Characterization of Habitat Used by Whooping Cranes During Migration." Dr. <br />Lewis also participated as a whooping crane expert in a September 26 -27, 2000, Workshop to <br />Develop Species Recovery Objectives for Four Target Species in the Central and Lower Platte <br />River (Whooping Crane, Least Tern, Piping Plover, Pallid Sturgeon). A final workshop report is <br />dated June 26, 2002. He has authored and co- authored numerous book chapters and more than <br />70 published scientific articles, and served as editor and co- chairperson of the first four <br />Proceedings of the North American Crane Workshop. Dr. Lewis' valuable experience as <br />Coordinator and Recovery Team Leader, and knowledge about Platte River issues makes him an <br />expert on the whooping crane. He currently resides at 7712 Midge NE, Albuquerque, New <br />Mexico 87109, and can be reached at 505- 821 -3823. <br />ESA and the Platte River: <br />Margot Zallen <br />Margot Zallen is a Senior Attorney in the Department of the Interior Regional Solicitor's Office <br />in Denver. She has been the lead DOI attorney dealing with Platte River Endangered Species <br />Act /water issues since January 1978. Much of the science relied on by the Fish and Wildlife <br />Service relating to the Platte River listed species and critical habitat has been developed to deal <br />with these ESA legal issues. <br />She worked on the first Platte River ESA/water conflict concerning Basin Electric's proposed <br />Grayrocks Dam and Power Plant to be constructed on the Laramie River, Wyoming. This was <br />one of the first ESA/water development controversies and this conflict along with the one over <br />
