Mr. Steve Lydick <br />Mr. Lydick is the Fisheries Biologist for the Nebraska Field Office of the U.S. Fish and Wildlife <br />Service. He has played an integral role in developing Service policy on pallid sturgeon in the <br />lower Platte River, and as such has an in -depth knowledge and understanding of the reasoning <br />used in the Service's biological opinions on proposed federal water resource projects affecting <br />the species and its habitats in the lower Platte River. Mr. Lydick has collaborated extensively <br />with Service and U.S. Bureau of Reclamation hydrologists to develop an understanding of the <br />hydrology of the central and lower Platte River in current and historical contexts, as well as an <br />understanding of the roles of the different sub - basins and water resource development projects on <br />lower Platte River hydrology. He developed the lower Platte River pallid sturgeon research plan, <br />to be utilized by the proposed Platte River Recovery Implementation Program in its monitoring <br />and research component, and has been an active participant of the lower Platte River Pallid <br />Sturgeon Task Force, a group largely responsible for much of the ongoing pallid sturgeon <br />research in the lower Platte River. Mr. Lydick serves as the Service's Nebraska representative on <br />the Pallid Sturgeon Recovery Middle Basin Workgroup, the Missouri River Natural Resource <br />Committee Fish Technical Subgroup, and the Mississippi Interstate Cooperative Resource <br />Association Sturgeon and Paddlefish Committee. Mr. Lydick received a Bachelor of Science <br />degree in Biology and a Bachelor of Arts degree in Education from Long Island University in <br />1993. <br />Least Terns and Piping Plovers: <br />Mr. John Dinan <br />Mr. Dinan is the Non -Game Bird Biologist with the Nebraska Game and Parks Commission, and <br />has held that position for 20 years. He received his Bachelor of Science degree in Wildlife <br />Biology from Utah State University in 1977. As the Non -Game Bird Biologist for the State of <br />Nebraska, Mr. Dinan is very familiar with every aspect of least tern and piping plover <br />conservation and biology in the state. He is considered to be an expert on the least tern and <br />piping plover in Nebraska, and is intimately familiar with the habitat characteristics and <br />dynamics of the Platte River. Mr. Dinan can be reached in the Commission's office in Lincoln, <br />Nebraska at 402- 471 -5440. <br />Piping Plover Critical Habitat: <br />Ms. Nell McPhillips <br />Ms. McPhillips is a Senior Staff Fish and Wildlife Biologist with the U.S. Fish and Wildlife <br />Service's South Dakota Field Office in Pierre. She also serves as the Recovery Team Leader for <br />the northern Great Plains population of the piping plover, and was lead the lead biologist for the <br />Service's recent designation of critical habitat for the species nesting grounds in the northern <br />Great Plains region. Ms. McPhillips has extensive knowledge of piping plovers and their use of <br />riverine environments. She received a Bachelor of Science degree in Wildlife Science from West <br />Virginia University in 1977, and a Master of Science degree in Fish and Wildlife Management <br />
