DEPARTMENT OF THE INTERIOR'S EXPERT WITNESS LIST <br />FOR THE <br />NATIONAL ACADEMY OF SCIENCE REVIEW <br />Platte River Instream Flows and Forage Fish Community: <br />Mr. Kenny Dinan <br />Mr. Dinan is the U.S. Fish and Wildlife Service's Private Lands Coordinator for Nebraska which <br />focuses on the restoration and improvement of fish and wildlife habitats on private lands across <br />the state with emphasis on the Rainwater Basin area, Sandhills region, and central Platte River. <br />He has over16 years experience with the Service and 7 years of experience with the Nebraska <br />Game and Parks Commission as a Fish and Wildlife Biologist. His office is located in the <br />Service's Nebraska Field Office in Grand Island, and he can be reached at 308 - 382 -6468, <br />extension 13. <br />Mr. Dinan has a Bachelor of Science degree from the University of Nebraska with a major in <br />Natural Resources with emphasis on Wildlife Management, and a Master of Science degree from <br />Colorado State University in Fisheries Biology. He has attended numerous training courses that <br />are related to fish and wildlife biology, riverine /wetland ecology, stream biology and fluvial <br />geomorphology, habitat restoration, as well as numerous instream flow courses sponsored by the <br />National Ecology Research Center (now known as the Fort Collins Science Center). <br />Mr. Dinan conducted his Master of Science degree thesis research on the effects of high ambient <br />temperatures on the suitability of forage fish habitat in the central Platte River in Nebraska. His <br />research involved the collection of data from different locations along the central Platte River <br />and resulted in the development of a computer -based temperature model for a portion of the <br />river. <br />During Mr. Dinan's tenure with the Service, he has served as the lead biologist on a number of <br />high profile federal activities including: a) the Endangered Species Act section 7 consultation on <br />the Federal Energy Regulatory Commission's (FERC) proposed relicensing of Kingsley Dam and <br />the North Platte/Keystone Diversion Dam (FERC Project Nos. 1417 and 1835, respectively), <br />including the development of reasonable and prudent alternatives to offset the likelihood of <br />jeopardy to federally listed species and the destruction/adverse modification of designated critical <br />habitat along the Platte River due to the future operation of these Projects; b) the coordination of <br />staff input and development of official correspondence to FERC regarding the Department of the <br />Interior's (DOI) and Service comments on the State of Nebraska's Environmental Account <br />proposal, and the draft /supplemental Environmental Impact Statement documents for Project <br />Nos. 1417 and 1835; and c) the development, coordination, and submittal of DOI's and the <br />Service's Section 100) Platte River instream species flow and pulse flow recommendations to <br />FERC for the improvement of riverine habitat conditions in the central Platte River. <br />Pallid Sturgeon: <br />
