the Tellico Dam led Congress to amend the ESA and direct the formation of an Endangered <br />Species Exemption Committee (the God Squad). <br />She also provided legal advice on the biological opinions for the Narrows Dam proposed to be <br />built on the South Platte in Colorado and on the negotiations to resolve the jeopardy opinions. <br />These long negotiations resulted in the Joint Study which provided some of the scientific <br />information currently relied on by the Fish and Wildlife Service. Ms. Zallen also participated in <br />the litigation on the ESA issues relating to the proposed Wildcat Reservoir in Colorado, which <br />was eventually terminated after two decisions of the 10th Circuit Court of Appeals. The proposed <br />construction of the Two Forks Dam in Colorado and the Deer Creek Dam in Wyoming were very <br />controversial. Ms. Zallen was the DOI attorney working on the wildlife issues for these two <br />prof ects. <br />In 1986 Nebraska sued Wyoming over alleged violations of the Supreme Court's 1945 decree <br />apportioning the North Platte River among Colorado, Nebraska and Wyoming. Ms. Zallen <br />worked on the wildlife issues relating to this case which was finally settled after 16 years of <br />litigation. She was the DOI attorney who negotiated the settlement of the Federal Energy <br />Commission's relicensing of Kingsley Dam in Nebraska. The terms of the license supply key <br />components of the proposed Platte River Program. <br />Since 1993, Ms. Zallen has been the DOI attorney advising FWS and the Bureau of Reclamation <br />on the development of the Platter River Recovery Implementation Program including the <br />environmental impact statement and the biological opinion. She also helped form the successful <br />Colorado River Implementation Program, and the recovery implementation programs for the San <br />Juan and Virgin Rivers. Additionally, she is the DOI attorney who provided the legal advice on <br />the listings of the interior least tern, the piping plover and designation of the piping plover <br />critical habitat. <br />Ms. Zallen has frequently addressed diverse groups and entities, such as the Colorado Water <br />Congress, the Colorado Farm Bureau, Wyoming Water Association, National Conference of <br />State Legislators, Western Governors Association and the University of Colorado, on ESA legal <br />issues. Randle <br />Mr. Tim Randle is a Hydraulic Engineer with the Bureau of Reclamation's Sedimentation and <br />River Hydraulics Group. He is a native of Utah and graduated from the University of Utah with <br />a B.S. in Civil Engineering in 1981. He is a registered professional engineer, a member of the <br />American Society of Civil Engineers, and the U.S. Society on Dams. <br />
