June 30, 1997 <br />(c) With discussions with NGPC, FWS' <br />Environmental Account Manager will assume the <br />Program's authority to identify the goals or objectives to <br />guide annual water plans for operation of the <br />Environmental Account. <br />(3) The Districts will assume responsibility for funding <br />whatever component may remain of Program water conservation <br />task force or consultant efforts to identify and estimate the costs <br />and feasibility of various water conservation opportunities with a <br />revised scope of work limiting the study to Project facilities and <br />the lands they serve. <br />(4) The Districts will assume responsibility to formulate a <br />water conservation/supply action plan or plans in coordination <br />with FWS within one year limited to the Project facilities and the <br />lands they serve, and may modify the Program's plan. The <br />Districts' plan will include any Program conservation activities <br />already implemented involving the District's facilities or lands <br />served by the Districts. Central will continue to make available <br />in the Environmental Account the estimated net controllable <br />conserved water attributable to the use of BuRec funds and any <br />net controllable conserved water which was purchased by the <br />Program or other Program participants. In addition, the Districts <br />will implement conservation activities under their plan or plans <br />costing the equivalent of $300,000 /year for ten years for all <br />conservation activities, less any Program expenditures which <br />were made for conservation activities involving the Districts' <br />facilities or lands served by the Districts, unless and until their <br />licenses are amended to change this requirement. That portion of <br />the net conserved water which is storable will be credited to the <br />Environmental Account. <br />(5) DOI, the Districts and NEDWR will take over <br />responsibility to implement Subparagraph C.2(1)(d) of Part IV of <br />this agreement. <br />(6) The Districts will consult with FWS and NGPC for the <br />purpose of implementing such changes to their North Platte to J -2 <br />Habitat Land acquisition and management Program as FWS may <br />request pursuant to Paragraph IV.A.3(c) of this agreement. <br />-23- <br />
