J <br />I <br />June 30, 1997 <br />item 1 above. The parties agree that no such studies should be required of the <br />Districts in their licenses. <br />E. Management of Project Facilities <br />1. Management of Project Lands. The parties agree that the activities <br />described below should be used to close out the various land management <br />recommendations on the record in the relicensing proceedings. <br />a. Central, in coordination with FWS and NGPC, will develop and <br />implement land management and shoreline management plans for Project <br />No. 1417's lands and reservoir shorelines, as appropriate. DOI agrees <br />that its recommendations concerning the use of Project lands and <br />facilities will be addressed through those plans, and no other <br />requirements for management of Project lands need be included in <br />Central's license. The plan or plans will address at a minimum: <br />(1) Identification of lands and shoreline dedicated to wildlife <br />use, public recreational use, use by cabin owners, and <br />agricultural use, reserving from use those lands necessary for <br />Project operations and safety. The Districts may continue the <br />practice of leasing Project lands suitable for public recreation and <br />in some cases for wildlife to NGPC. <br />' (2) Protection of tern and plover nesting sites at Lake <br />McConaughy similar to existing programs, which includes <br />limited fencing to exclude livestock from nesting areas. <br />(3) Suitable protection of existing perch and roost sites for <br />bald eagles. <br />(4) Measures to control aquatic vegetation and sedimentation <br />in reservoirs, as appropriate. <br />(5) Provisions for public recreational use of Project facilities <br />shall include designation of lands for campgrounds, recreational <br />vehicles, fishing, hunting and canoeing. <br />b. NPPD, in coordination with FWS and NGPC, will develop <br />suitable protection of existing perch and roost sites for bald eagles. <br />-19- <br />
