June 30, 1997 t <br />provisions of the Environmental Account Program (Paragraph <br />III. A.10) setting forth conditions under which the Environmental <br />Account Manager may call for Environmental Account water to ' <br />be returned to the river via the Jeffrey Return. <br />Studies I <br />1. Species and Habitat Monitoring Program. The parties agree that the <br />Program provides a better forum for developing and carrying out a <br />' <br />comprehensive monitoring Program which can aid in Adaptive Management of <br />habitat lands and environmental account water than requiring any of the separate <br />' <br />programs to be run by the Districts which have been recommended in the <br />relicensing proceedings. The Districts will contribute up to $100,000 annually <br />in cash or services to conduct monitoring, including endangered species and <br />' <br />their habitat, on Habitat Lands acquired and developed by the Districts as <br />habitat under this Agreement. Such lands include least tern and piping plover <br />nesting habitat, riverine habitat areas and wet meadow habitat. Until such time <br />' <br />as the monitoring component of the Program is in place, monitoring activities <br />will be carried out by the Districts, and will focus on collecting habitat baseline <br />information on least terns and piping plovers, fish, vegetation and channel <br />' <br />configuration changes and whooping crane use of the habitat areas acquired by <br />the Districts. When the monitoring component of the Program is developed and <br />implemented, any monitoring activities initiated earlier by the Districts shall be <br />' <br />modified as necessary so that monitoring is consistent with basin -wide <br />monitoring plans and protocols. The costs of these programs shall be the <br />Districts' full share of total Program monitoring costs. The parties agree that no <br />' <br />other efforts to monitor species or habitat should be required of the Districts in <br />their licenses. , <br />2. Study of reregulating reservoir. Although previously recommended, the <br />parties agree that the Districts should not be required to study further the I <br />construction of a new reregulating reservoir. <br />3. Sandhill crane IFIM modeling. Although previously recommended, the ' <br />parties agree that it is not necessary to require the Districts to expand IFIM <br />modeling to determine sandhill crane roosting needs. <br />4.
