REVISED DRAFT <br />November 15, 2002 <br />The Reconnaissance -Level Water Action Plan also sets forth the process <br />for including other water conservation/supply projects in the Program <br />during the First Increment. Such additional projects shall be subject to the <br />operational, verification and mitigation provisions described in the <br />Reconnaissance -Level Water Action Plan. Governance Committee <br />approval is required before any water conservation/supply project can be <br />included in the Program. The Program will only include projects that <br />yield a quantifiable net water benefit toward Program First Increment <br />water objectives. <br />GOVERNANCE COMMITTEE QUESTIONS: Should the following two <br />sentences remain in the Program document to provide guidance to the <br />Governance Committee, or should the sentences be deleted so that the GC <br />members can consider anything that is relevant to each of them? If some <br />guidance is appropriate, what should it entail? The issue is related to <br />potential impacts on Program projects and impacts on private water rights. <br />"The Governance Committee shall consider the effects of the <br />proposed water conservation /supply projects on the Program's First <br />Increment water objectives and on the operation of other reregulation <br />projects and water conservation /water supply projects. If adverse <br />effects cannot be avoided, the Governance Committee may <br />nevertheless include a conservation, reregulation or water supply <br />activity in the Program if its adverse effects are offset, mitigated or <br />compensated concurrently." <br />b. Operation of Projaram Water Conservation/Sunnly Proiects. The <br />rules governing operation of a Program water conservation and supply <br />project must be approved by the Governance Committee [and if the <br />operation of such a project would cause adverse effects on any other <br />water related activity in the Platte River Basin, offset, compensation, <br />or mitigation for such adverse effects may be made a condition of <br />approval of the project and /or its rules of operation.] The operation of <br />all Program water conservation/supply projects will be coordinated with <br />other Program projects as described in the Program Water Management <br />0 16 <br />
