REVISED DRAFT <br />November 15, 2002 <br />program documents at all? If so, does it belong in the Program Document or the <br />Water Management Process document? Who has the decision - making authority <br />with regard to storage and release of water -- the EA manager, GC or the states? Is <br />the answer different for storage and releases? <br />"Any disputes relating to development or implementation of the annual <br />Program operating plan that cannot be resolved among the Project Sponsors will be <br />resolved through/elevated to the Governance Committee." <br />GOVERNANCE COMMITTEE ISSUE: Is the following paragraph needed? <br />"There are recognizable benefits to coordinating upstream Program <br />activities so as to increase storage water in the Environmental <br />Account for Storage Reservoirs on the Platte River System in <br />Nebraska, however, not all water regulated for environmental <br />purposes will be storable in that Environmental Account, and that <br />water need not be stored to contribute toward Program objectives." <br />GOVERNANCE COMMITTEE ISSUE: Is the following paragraph needed? <br />"The responsibility for accounting, tracking, regulating, and <br />protecting Program water rests with each state's water <br />administration. Any changes in state laws or procedures relating to <br />the accounting, tracking, regulating, and protecting water will be <br />reported to the Governance Committee." <br />2. Water Conservation/Supply Activities. The remaining portion of the <br />Program's First Increment water objectives flow objectives will be met through a <br />program of incentive -based water conservation and water supply activities. <br />a. Inclusion in the Program. The Reconnaissance -Level Water <br />Conservation/Supply Action Plan included in the Program Water Plan <br />(Attachment __) describes potential water conservation/supply projects <br />that may be included in the Program and the extent to which any <br />reregulated or conserved water can be credited toward Program objectives <br />of reducing shortages to the target flows. <br />15 <br />• <br />
