REVISED DRAFT <br />November 15, 2002 <br />Program objectives for addressing the impacts of existing water related activities by <br />reducing shortages to target flows will be met through a combination of reregulation and <br />water conservation/supply projects. During the First Increment, progress toward Program <br />water objectives will be measured against the water related milestones contained in the <br />Milestone Document (Attachment _). The impacts of new water related activities will <br />be addressed through the future depletions plans of each state and the federal government <br />and the USDA Forest Service's vegetation management plan. Documents relating to the <br />Program's First Increment water objectives, milestones, future depletions plans and <br />vegetation management plan are compiled as attachments under the heading "Program <br />Water Plan." The Organizational Structure document and its included Water Advisory <br />Committee Charter (Attachment __) describe the responsibilities for carrying out the <br />water component of the Program assigned to the Governance Committee, Water Advisory <br />Committee, government entities, cooperators and contractors. <br />1. Tamarack I, Pathfinder Modification and the Nebraska Environmental <br />Account. A portion of the Program First Increment water objectives will be met <br />with three water projects. <br />a. Inclusion in the Program. The three water projects to be included <br />initially are: An Environmental Account for Storage Reservoirs on the <br />Platte River System in Nebraska, which includes activities by Federal <br />Energy Regulatory Commission ( "FERC ") Project No. 1417 and FERC <br />Project No. 1835 in Nebraska (Attachment ___); the Pathfinder <br />Modification Project in Wyoming (Attachment _�; and the Tamarack <br />I Plan in Colorado (Attachment -_ . If implemented and operated as <br />described, these three projects together will contribute an average of <br />80,000 acre -feet per year toward the First Increment objective of reducing <br />shortages to target flows by an average of 130,000 - 150,000 acre -feet per <br />year. <br />b. Operation of Program Water Projects. The operations of the above <br />three water projects shall be coordinated as described in the Program <br />Water Management Process included in the Program Water Plan <br />(Attachment ). <br />GOVERNANCE COMMITTEE ISSUE: Does the following sentence belong in the <br />14 <br />
