Example: state or privately operated or constructed water <br />conservation /supply projects. Suggested language: "Unless specified <br />otherwise, the ownership and operational control of Program projects <br />remain with the applicable state or project sponsor." <br />GOVERNANCE COMMITTEE ISSUE: Is the following paragraph needed? <br />(Note: it is the same language as used in the subparagraph 1 above). <br />There are recognizable benefits to coordinating upstream Program <br />activities so as to increase storage water in the Environmental <br />Account for Storage Reservoirs on the Platte River System in <br />Nebraska, however, not all water regulated for environmental <br />purposes will be storable in that Environmental Account, and that <br />water need not be stored to contribute toward Program objectives. <br />GOVERNANCE COMMITTEE ISSUE RE THE FOREGOING <br />PARAGRAPH: Same issue as above. <br />The responsibility for accounting, tracking, regulating, and protecting <br />Program water rests with each state's water administration. Any <br />changes in state laws or procedures relating to the accounting, <br />tracking, regulating, and protecting water will be reported to the <br />Governance Committee. <br />GOVERNANCE COMMITTEE ISSUE: Is the following paragraph still <br />needed? <br />All net water conserved or developed with Program funds, as adequately <br />quantified and verified under Program protocols and procedures, will be <br />dedicated to First Increment water goals to the full extent permitted under <br />state water law.
