(LAKE COUNTY Continued from page 1) <br />an effort was initiated to bring <br />Lake County and the District <br />together to investigate the con- <br />sequences of an enlarged reser- <br />voir. <br />This agreement is the result <br />of a couple years of meetings <br />towards establishing a positive <br />working relationship between <br />the Commissioners and the <br />District and represents a signifi- <br />cant step forward for both enti- <br />ties in their efforts to work to- <br />wards a better future for Lake <br />County and the District. Several <br />other entities have agreed to <br />cooperate with the study to as- <br />sure that this study will encom- <br />pass the big picture in Lake <br />County and coordinate with any <br />other similar studies that may <br />be in progress. The agencies <br />include, Bureau of Reclamation, <br />Bureau of Land Management, <br />U. S. Forest Service, Colorado <br />Parks and Recreation Depart- <br />ment, Colorado Division of Wild- <br />life, Lake County Watershed Ad- <br />visory Council, Lake County <br />Recreation Advisory Board, City <br />of Aurora, and Board of Water <br />Works of Pueblo. <br />Proposals from several con- <br />tractors to perform the study <br />have been received. Now that <br />the IGA has been signed, the <br />contractor will be selected. It is <br />hoped that the study can be <br />completed by November of this <br />year. The Colorado Water Con- <br />servation Board has designate d <br />$25,000 towards the study. <br />The remainder of the cost o <br />the study will be borne by th <br />PSOP enlargement participants. <br />WINTER WATER STORAGE <br />PROGRAM EFFECTED BY THE DROUGHT <br />The Southeastern Colorado <br />Water Conservancy District, in <br />cooperation with the Division En- <br />gineer of Division 2 ended the <br />2004 -05 Winter Storage Program <br />with a distributed total of <br />115,873.53 acre -feet of water. The <br />Winter Water Storage Program is <br />operated under the direction of the <br />Winter Water Board of Trustees, <br />composed of one member of each <br />participant (except the Colorado <br />Canal, Lake Henry, and Lake <br />Meredith have one vote) and is <br />chaired by the District. The trus- <br />tees meet annually to review the <br />previous year and plan for the <br />coming year. <br />River flows in excess of senior <br />priorities (under a March 1, 1910 <br />river call) not participating are <br />stored in Pueblo Reservoir, John <br />Martin Reservoir, and off channel <br />storage facilities of the participants <br />from November 15 to March 14. <br />The first 100,000 acre -feet of win- <br />ter stored water by participates are <br />divided to 71.2% in off - channel <br />entities and 28.8% to direct flow <br />entities. The next 2,750 acre -feet <br />of winter water above the 100,000 <br />is stored for Amity Canal. Beyond <br />that the next 356 acre -feet is stored <br />for the Holbrook. The formula for <br />water stored above 103,106 acre - <br />feet may be stored with 75% to <br />off - channel storage decrees and <br />25% to direct flow decrees. <br />The program allows irrigation <br />companies to hold winter water <br />until the summer months to meet <br />agricultural needs. <br />28.8% - Direct Flow* A <br />A.F. in A <br />A.F.
