News and Notes from the <br />SOUTHEASTERN COLORADO WATER CONSERVANCY DISTRICT <br />VOLUME 2, ISSUE 13 <br />LAKE COUNTY LAND <br />USE & RECREATION <br />STUDY <br />t the March Board meet- <br />ing, the Southeastern <br />Colorado Water' Conser- <br />vancy District Directors approved <br />an Intergovernmental Agreement <br />(IGA) with the Lake County <br />Board of County Commissioners. <br />The Lake County Commissioners <br />had given their approval to the <br />IGA earlier in the month. This <br />IGA was formed for the purpose <br />of investigating recreational op- <br />portunities, both current and fu- <br />ture, in Lake County, especially <br />at the Fryingpan-Arkansas Pro- <br />ject facilities. <br />Lake County is not in the <br />Southeastern Colorado Water <br />Conservancy District, but many of <br />our facilities are located in Lake <br />County. When the Preferred Stor- <br />age Options Plan (PSOP) was <br />approved, one of the elements <br />was a possible enlargement of <br />Turquoise Reservoir. Therefore, <br />(See Lake County continued on page 2) <br />MARCH 31, 2005 <br />RESTORATION OF YIELD (ROY) <br />PROGRAM <br />The ROY program is a <br />result of the six -party Inter- <br />governmental Agreement <br />(IGA) between the City of <br />Pueblo, the Board of Water <br />Works of Pueblo, the City of <br />Aurora, the City of Fountain, <br />Colorado Springs Utilities, <br />and the Southeastern Colo- <br />rado Water Conservancy <br />District. <br />The objective of the ROY <br />Committee is to develop a <br />program that would facilitate <br />recovering water lost by the <br />six parties due to the lost ex- <br />change opportunity created <br />by low Arkansas River flows <br />through the City of Pueblo. <br />As a short term solution <br />the City of Aurora entered <br />into an excess capacity <br />agreement with the Holbrook <br />Mutual Irrigating Company <br />(Holbrook) for the use of <br />Holbrook Lake and the Hol- <br />brook canal for recovering <br />the participant's water in <br />Holbrook Lake. The ROY <br />participant's shared the cost <br />FOR MUNICIPAL & AGRICULTURE <br />1 <br />of making improvements to <br />the Holbrook system that <br />would benefit both Holbrook <br />and the ROY participants. The <br />ROY participants, excluding <br />the City of Pueblo subse- <br />quently entered in to an <br />agreement with Aurora for <br />sharing the costs of the opera- <br />tions and modifications to Hol- <br />brook's facilities.
