Colorado Water Resources Research Institute <br />2006 Water Fellowship Program Announcement <br />he Colorado Water Resources Research In- <br />stitute (CWRRI) announces its 2006 Gradu- <br />ate Research Water Fellowship competi- <br />tion. Graduate students conducting or planning <br />research in water resources areas may apply for a <br />stipend -only fellowship which must be paid out <br />between March 2006 and February 2007. <br />Fellowship support will be awarded based on <br />research priorities identified by the CWRRI <br />Advisory Committee on Water Research Policy <br />(ACWRP). Regional, state, or local collabora- <br />tions; external co- funding; and /or specific plans <br />to prepare proposals to seek additional external <br />funding for water research will strengthen an ap- <br />plication. <br />2006 Water Research Priorities <br />• Using tree -ring and stochastic hydrology ap- <br />proaches, what are the basin -wide long -term <br />'firm yields' water managers can expect from <br />Colorado river basins? <br />• What possibilities exist for more efficient use <br />of ground and surface waters in Colorado's <br />irrigated valleys, given the current compact <br />compliance requirements and water market <br />conditions? <br />• Are there pharmaceuticals in Colorado's riv- <br />ers and streams? If so, are the levels threaten- <br />ing to aquatic and human health and are the <br />trends increasing or decreasing? <br />• With treated wastewater return flows con- <br />stituting a large percentage of river flows at <br />certain times of the year, what are appropri- <br />ate nutrient criteria for Colorado rivers and <br />lakes? <br />• What are the 'best' ways to mitigate the im- <br />pact of excess salinity on irrigated agriculture <br />in the Lower Arkansas Valley while avoiding <br />negative impacts on other water users along <br />the river? <br />• Development of decision support tools for de- <br />termining augmentation flows for well pump- <br />ing in the South Platte Basin. <br />Reporting requirements <br />CWRRI Fellows will be asked to provide three <br />reports/ products during the course of their Fel- <br />lowship: <br />1. November 2006 - oral summary of progress <br />before the CWRRI ACWRP annual meeting in <br />Denver; <br />2. February 28, 2007 -written summary of prog- <br />ress /results for the CWRRI newsletter; and <br />3. February 28, 2007 - final'deliverable' of Fellow- <br />ship, per application description. <br />Proposal criteria <br />• Fellowships will be awarded to graduate <br />students performing M.S. or Ph.D. level water <br />resources research at a Colorado research <br />university. <br />• Fellowships may be requested for three sum- <br />mer months, for a semester plus the summer <br />(7.5 mo or 8.0 mo), or a full year. <br />• CWRRI Fellows are expected, as the final <br />'deliverable' of their fellowship, to produce a <br />CWRRI report and one other document. See <br />the full proposal for details. <br />• The award committee may offer a lesser <br />award than requested. <br />• Multiple applications from a research group <br />are permitted. <br />• The applicant's thesis project should be <br />defined and be approved by their graduate <br />advisory committee prior to submittal of the <br />proposal. <br />• The advisor / institution will provide research <br />support costs such as supplies and travel. <br />• The fellowship must be matched by twice the <br />amount awarded from non - federal sources <br />which will vary by institution. <br />• Students who received CWRRI support in <br />past may apply for a CWRRI Fellowship. <br />• Fellowship funding is available from March <br />1, 2006, through February 28, 2007 (or as soon <br />thereafter as the USGS authorizes CWRRI <br />funding). <br />Applications should be prepared using the <br />guidelines on the following page.
