implementation. As previously indicated the overall level of effort and compensation <br />for the Study is not expected to change. Shifts in emphasis and approach should be <br />relatively minor. If substantial changes in direction are identified they must be <br />identified and addressed prior to implementation of the remaining Tasks (2 -6) in the <br />Scope of Work. <br />Task 2 - Overview of Water Availability and Legal and Institutional Considerations <br />2.1 Describe water rights availability and the key water rights considerations for the <br />study area. <br />This analysis should focus on identifying the opportunities and timing for storage of <br />surface water. Water rights and historic use will provide the framework under which <br />decisions regarding the development of new capacity and the use of available <br />capacity in existing structures for fill and release can be evaluated and summarized. <br />Opportunities and limitations, at a minimum, should be described in terms of <br />capacity, physical condition of relevant structures, conflicting periods of use, and <br />factors which may reduce the yield of conveyed and stored water. <br />Water supply information from historical records, previous studies and the Proposed <br />Program should provide sufficient information to identify varying quantity ranges for <br />water storage opportunities. Limitations which may affect available storage <br />opportunities should. be evaluated based both on historic and maximum legal use and <br />multiple dry year analysis. The Technical Advisory Committee will provide <br />information on water availability based on previous point flow analysis and other <br />analysis. <br />2.2 Describe and discuss preliminary permitting and regulatory considerations for <br />potential alternatives <br />National Environmental Policy Act, Endangered Species Act, Clean Water Act, land <br />use and any special use permits (including necessary local government approvals), <br />and any other relevant requirements must be considered as part of the planning <br />process. <br />DRAFT FINAL - September 2000 <br />
