Task 1 Background Information and Final Scoping Activities <br />1.1 Review the basic elements of the South Platte River Compact, the Colorado Export <br />Statute and the Proposed Program. <br />These documents contain information that may influence the operating criteria for <br />water supply /storage activities if said activities affect the timing and quantity of <br />surface and subsurface water flow. An understanding of the basic principles of these <br />documents may go beyond strict engineering consulting services and appropriate <br />legal or water right administration expertise may be needed. A Technical Advisory <br />Committee will also be available to provide input and assist in interpreting potential <br />constraints on operating criteria. This Committee will include member of the State of <br />Colorado and water users representing interests in the lower South Platte River. <br />1.2 Review existing water supply studies related to the Study objective. <br />The lower South Platte River has been studied extensively. The use of existing data <br />is extremely important to ensure that the Study does not simply recreate existing <br />information. The Consultant should utilize these existing studies to the maximum <br />extent practical. Examples of potentially relevant studies include: <br />• Tuttel Applegate, Inc., studies for the Sedgwick and Ovid Reservoir sites <br />• RBD, Inc. Lower South Platte River Sustainment Project <br />• Sear -Brown Group, South Side Reservoir Study March 1997 <br />• Natural Resource Conservation studies on Sedgwick Sand Draws and/or <br />tail end reservoirs <br />• Hawk Springs, Dillion, Parker, and Johnson Reservoir sites <br />• Julesburg/Jumbo Reservoir enlargement (W.W. Wheeler Study) <br />This list is by no mean exhaustive and is provided as an initial starting point. <br />Additional independent research for relevant studies should be completed to ensure <br />that all meaningful information is identified and included. <br />DRAFT FINAL - September 2000 4 <br />
