A <br />The second table identifies potential events that *co' occur-duririg the. CY.. Here there are <br />also four (4) levels of communication. The'entiretyof these events deals with communication <br />between the respective staffs, but is broken up iifb those things that are being exchanged on a <br />daily, monthly, or as needed basis. <br />As part of the discussions we had related to this topic, there were two (2) additional <br />comments that were related to the communication that. are shown at the bottom of the .Events <br />within the compact year. <br />If additional events are identified, they should be appropriately placed on these⢠tables. it. is <br />my understanding that these tables are to start a process that can be followed by the respective <br />staffs to ensure communication is occurring so that potential issues can be- addressed as they <br />occur. I would appreciate any feedback that the Operation Committee can provide, including <br />input on the level of communication the 'committee wants! to have on these events; <br />Water Issues Matrix <br />The issues identiified:on the matrix were placed into one of three different categories, <br />defined as `follows: <br />Legal an issue that is not resolvable at this time or within -ARCA ; <br />Policy- an issue that heeds to have input or guidance from either the'Operation <br />Committee or ARCA <br />Technical - an issue that can be resolved by respective State staffs <br />During the process of review, a couple of issues were dropped from considerationand a couple <br />of issues were added. It was also decided rather than referring to the issues as they were <br />identified on the Agenda of the Special ARC-A Meeting held in May! '2002, the issues be <br />renumbered and possibly regrouped I have since renumbered and regrouped these issues. See <br />Attachment 1- <br />Transit Lows of Kansas Deliverics <br />The issue of how deli: r'deficit 's on Kansas` Section 11 weret6be measured was <br />:, <br />discus_ sec?. The Torn Ley paper was summarized wh *ch lead to 4 discussion about how deliveries <br />could be simply measured. The: goal is to have a method/ procedure to know that a delivery has <br />been *satisf ed both in volume and flow rate. If not, then the quantities Would need to be <br />determined. The staffs will jointly work'on this project With a gbatof having something-'in place <br />by April 1, 2004 Potential impedi- iients were identified so that they` can be addressed.'.- The <br />possibility of having a one (1) year agreement to test any method or procedure that might be <br />developed was considered. <br />It was determined that other issues related_ to transit loss would be deferred at this time. <br />This would include the issue of where delivery deficits would be replenished. <br />October 2003'Work Product RevisionDate: 31.October 2003 (9:2-4 am) <br />Page'f 6f 3 Last printed 11/13/2003 5:57 PM <br />
