Professional Capabilities
water, flooding, pump stations, pipelines, hydroelectric power, water supply, surface water
drainage, hydraulic structural design, general civil design, geotechnical investigations,
dam safety evaluations, and dam design.
Ed has performed more than ten dam rehabilitation and design projects for Boyle in the
past two years. He was personally responsible for technical performance, contract
administration, and client relationships on each of these projects. He also supervised
multi - disciplinary teams, including civil, mechanical, electrical, hydrologic, hydraulic,
structural, geologic and geotechnical specialists. Several of these projects are now in
construction and Ed was responsible for all bid documents, including plans, specifications,
cost estimates, and general conditions.
A)-7dy Romer, PP, PiPAIWs
Andy Romer specializes in civil and structural engineering and is a nationally recognized
expert in large diameter pipeline engineering. As a member of the AWWA committees on
steel and concrete pipe, he is helping set the technical trends in large diameter pipeline
engineering. Andy has designed over 100 miles of pipeline ranging from 18 inches to
144 inches in diameter. He has provided leadership in pipeline alignment studies, value
engineering studies, forensic engineering, and master plan development. In addition, he
has developed computer programs for use in pipeline stress analysis, bulkhead analysis,
structural analysis, and design.
Bucl Bosse)-maw, PE, Pzrinp .Stations
Bud Bosserman specializes in design and quality control reviews of water and wastewater
treatment and pumping facilities and of chemical handling systems and in analyzing fluid
mechanics and hydraulic transient problems in pumping stations, piping, and control
valves. His expertise in facilities design includes establishing process design criteria;
selecting /specifying piping, valves, and mechanical equipment; and selecting /specifying
materials and coatings for corrosion control in process equipment, piping, and valves.
He has served as a project manager /project engineer for more than 30 water
reclamation, water, wastewater, and desalting plants and more than 100 pumping
stations within the last 25 years. Plants range from 0.15- to 300 -mgd. Pumping stations
have ranged from 10- to 17,500- horsepower. Bud is co- editor and author of Pumping
Station Design, a "bible" of the industry. He has also been Project manager /project
engineer for flow control facilities of up to 80 -cfs capacity.
.horn Pouter, PE, Geotec%) -ical
Don Poulter has twenty -five years of experience in various projects including pipelines,
dams, and general geotechnical and civil projects. His experience includes project
management of multi - disciplined projects as well as providing technical expertise in
geotechnical engineering. He has worked on feasibility studies, specialty geotechnical
designs for unique site conditions and project expansions, site monitoring and facility
instrumentation, and independent third party review of projects. He has worked on dams
and other geotechnical assignments throughout the state. Most recently he was
responsible for assessing the engineering feasibility and costs of nearly 200 water storage
sites for the Windy Gap Firming Project.
