• <br />El <br />Team Desaiption <br />• Bi- National Pipeline Project, California and Mexico — Boyle identified and <br />evaluated the alternative pipeline routes and had overall management <br />responsibility; URS did the geology and geotechnical work. This project had the <br />same contractual and technical relationships as proposed for the CRRP. <br />• Las Vegas Valley Wash, Nevada — Boyle served as overall Project Manager for the <br />Colorado River Water Users Authority for this 90 -inch diameter, 1200 -foot long <br />pipeline tunnel crossing to Las Vegas Valley, Wash. URS provided design input on <br />the design of the tunneling aspects for this project. <br />Our Specialty Consultants are people we know and trust. ERO, Harvey Economics, and <br />Water Consult were selected not just because of successful interaction between the firms, <br />but also the long -term professional affiliations between the firm's principals and our <br />proposed Project Manager, Blaine Dwyer. In short, we know we will work well together <br />because we have successfully addressed business management issues and philosophies, <br />accounting functions, legal documents (especially subcontracts), and engineering <br />approaches /software. Our principals and other professionals look forward to working <br />together. Examples of our previous work together include: <br />• ERO has provided environmental services to Boyle on many Colorado water <br />projects — we are currently using ERO's extensive wetlands and T &E species <br />expertise on the fast -track 60- inch - diameter Chimney Park pipeline design and <br />construction for the City of Greeley. In addition, Mr. Dwyer and ERO were <br />associated over an 1 1 -year period as consultants on the Gila and Little Colorado <br />River Adjudications (for the Salt River Project in Phoenix). <br />• Ed Harvey (now of Harvey Economics) has provided economic and financial <br />advice to Boyle and our CRRP Project Manager for 17 years — Since Harvey <br />Economics is a newly formed firm, there is no historic working relationship <br />between the firms, there is, however, a long -term working relationship between <br />Mr. Harvey and Boyle dating back to the mid- 1980s. Most recently, we worked <br />side by side on the Platte River Water Conservation/ Supply Study for the states of <br />Colorado, Nebraska, and Wyoming. The working relationship between Ed and <br />Blaine Dwyer, our proposed CRRP Project Manager was initially developed when <br />Mr. Dwyer was the Project Manager for the Water and Power Authority and Mr. <br />Harvey provided economic input to these complex studies. Their joint projects and <br />friendship has continued for more than 15 years. <br />7 <br />
