Team Desci4ption <br />• projects in the Upper Colorado and San Juan River Basins. The programs in the Platte <br />and Middle Rio Grande are under development. <br />The CRRP will involve coordination with the Bureau of Reclamation (Reclamation). <br />Reclamation operates facilities and is a key player in water management activities in the <br />Platte, Colorado, and Gunnison, basins. Water Consult principal Joe Hall was formerly <br />Deputy Commissioner and Chief Operating Officer of the Bureau of Reclamation. He <br />also served as Assistant Administrator for the Western Area Power Administration. Since <br />joining Water Consult in 1993, he has worked with Reclamation at every level, including <br />area offices for the east and west slopes of Colorado, Regional Offices in Salt Lake City <br />and Billings, and the Commissioner's office on issues of importance to water users in <br />Colorado the western states. Joe Hall's understanding of Reclamation operations, <br />priorities, and his effective and cordial relations with Reclamation will benefit the statewide <br />planning process. Water Consult has been involved with Reclamation districts in both <br />eastern and western Colorado in negotiation of contracts with Reclamation. <br />Harvey Economics <br />Harvey Economics was founded by Ed Harvey, a former principal and head of the natural <br />resource economics practice at BBC Research & Consulting. Harvey Economics provides <br />market, economic and financial services to natural resource stewards. Capabilities include <br />economic and demographic forecasting, water demand projections, socioeconomic <br />impact analyses, water resource market assessments, water resource valuation, economic <br />benefit -cost studies, financial feasibility analysis, financing plans, survey research, public <br />• involvement and expert testimony. Public and private sector clients have been served <br />primarily in the western U.S. over the past three decades. Ed Harvey, the principal of <br />Harvey Economics, has completed over 500 assignments for more than 200 clients in the <br />past 29 years. <br />History of Working Together <br />Boyle and URS have a long and successful history together. Engineering services for the <br />CRRP will be accomplished by the integrated resources of Boyle and URS. We have <br />joined forces on this project, with Boyle as the prime consultant to mirror the relationship <br />our firms have successfully utilized on other large- diameter pipeline projects, most notably <br />the 96 -inch diameter Diamond Fork Project near Salt Lake City and the 55- mile -long Bi- <br />National Pipeline Project from the Imperial Valley to San Diego. We have performed <br />dozens of other projects together over many years. Specific examples of our previous <br />work together includes these successful projects: <br />• Olivenhain Water Storage Project, San Diego — Boyle was the Program Manager <br />for the Olivenhain Municipal Water District and directly managed URS' geologic, <br />geotechnical, and dam design services for this 140- foot -high RCC dam. The <br />Boyle and URS Project Managers were Blaine Dwyer and Dan Johnson, <br />respectively. These two individuals bring an excellent working relationship to their <br />�`. respective roles on the CRRP. <br />• Diamond Fork Pipeline, Utah — Boyle designed the pipeline and had overall <br />management responsibility; URS did the geology and geotechnical work for the <br />pipeline and final designs of the tunnel. This project had the same contractual and <br />�,,�.a technical relationships as proposed for the CRRP. <br />
