Mr. Daniel Law <br />January 15, 2003 <br />2 <br />As called for in the existing MOUs, the WQCD, EnecoTech, and Analytical Solutions.com have been • <br />working on re- scoping the remainder of the project, which is to be completed under the remaining <br />milestones. This re- scoping effort involved an examination of the scope of work, budget, and scheduled <br />activities, as well as a reassessment of the expertise that each of the contractors brings to the remainder <br />of the project. The re- scoping was essentially completed December 27, 2002, with both contractors <br />committed to completing the project based on the priorities established by the WQCD. At that time, the <br />WQCD submitted a proposed scope of work for EnecoTech to the Authority. However, your legal <br />counsel advised that the conditions set forth could result in disputes between the prime and <br />subcontractor. You subsequently recommended that the WQCD draft both a second set of amendments <br />to the MOUs for the Susceptibility Analysis project, and new MOUs for Analytic Solutions.com's <br />continuation of the project. <br />The WQCD has followed your recommendations and is submitting the second amendments to both the <br />Source Water and Wellhead MOUs for EnecoTech, and the new Source Water and Wellhead MOUs for <br />Analytic Solutions.com. The following sections will highlight the proposed amendments as contained in <br />the respective Scopes of Work, Budgets, Schedules, and MOUs. <br />Project Scope of Work Modifications <br />The next Susceptibility Analysis Project milestone of CDR involves the completion of the data <br />compilation effort and its integration into a Data Analysis Toolset capable of conducting susceptibility <br />analyses and producing individual assessment reports for all public water systems in Colorado. An • <br />overview of the associated tasks and revisions is as follows: <br />• Task 1: Preliminary Data Evaluation — task completed prior to PDR. <br />• Task 2: Develop Functional Requirements — task completed prior to PDR. <br />• Task 3: Develop Susceptibility Analysis Protocols — reduction in EnecoTech efforts for manual <br />pilot testing of the protocols; no Analytic Solutions.com activities. <br />• Task 4: Public Water System Report Pilot Testing — WQCD lead; no EnecoTech or Analytic <br />Solutions.com activities. <br />• Task 5: Susceptibility Analysis Raw /Assigned Data Development — reduction in EnecoTech <br />efforts to develop assigned default values for the highest priority variables where the raw data <br />are lacking; no Analytic Solutions.com activities. <br />• Task 6: Develop Draft Report Design — WQCD lead with EnecoTech support; no Analytic <br />Solutions.com activities. <br />• PDR Work Task — reduction in EnecoTech efforts to produce a detailed scope and schedule for <br />the remainder of the project; add Analytic Solutions.com activities to complete a scope of work, <br />budget, and schedule to develop toolset. <br />• Task 7: Design Database and Populate — reduction in EnecoTech efforts involving populating the <br />database; re- prioritization of database design and population by increasing Analytic <br />Solutions.com efforts. <br />• Task 8: Develop Toolset Software — increase Analytical Solutions effort to develop data analysis <br />toolset and report generation capability; reduction in EnecoTech activities to communicate <br />protocol algorithm design for the toolset. • <br />• Task 9: Conduct System Testing — similar to the original scope of work. <br />
