The Water Quality Control Division (WQCD) and EnecoTech are forwarding the proposed second set of
modifications to the Memorandums of Understanding (MOUs) for the existing Susceptibility Analysis
Project as part of Colorado's Source Water Assessment and Protection (SWAP) program for public
drinking water supplies. In addition, the WQCD and Analytic Solutions.com are forwarding new
proposed MOUs to enable their continued contribution and completion of the existing Susceptibility
Analysis Project. The purpose of this letter is to provide a brief description of the proposed
modifications and the reasons why they are necessary, and to notify you of the potential need to access
additional contingency funding.
Background
The first amendment to the MOU was directed at the preliminary design of the Data Analysis Toolset
(Toolset) through the Preliminary Design Review (PDR) task. The prime contractor, EnecoTech, and its
subcontractor, Analytic Solutions.com, presented the preliminary design to the WQCD on November 18.
2002. The presentation provided a sound preliminary logical design for the Toolset, and the WQCD
provided EnecoTech with preliminary approval of the logical design and the associated technical and
functional specifications on December 2, 2002. This approval was contingent upon EnecoTech
satisfactorily incorporating some minor adjustments into the final logical design and the advanced
prototype for the Critical Design Review (CDR) milestone. Final WQCD approval of the PDR logical
design and specifications will occur after the deliverables have been revised and the remaining
programmatic and budgetary issues are resolved. This action is anticipated to conclude between now
and the next board meeting on January 24, 2002.
