In addition, the WQCD and Analytic Solutions.com are forwarding new <br />proposed MOUs to enable their continued contribution and completion of the existing Susceptibility <br />Analysis Project. The purpose of this letter is to provide a brief description of the proposed <br />modifications and the reasons why they are necessary, and to notify you of the potential need to access <br />additional contingency funding. <br />Background <br />The first amendment to the MOU was directed at the preliminary design of the Data Analysis Toolset <br />(Toolset) through the Preliminary Design Review (PDR) task. The prime contractor, EnecoTech, and its <br />subcontractor, Analytic Solutions.com, presented the preliminary design to the WQCD on November 18. <br />2002. The presentation provided a sound preliminary logical design for the Toolset, and the WQCD <br />provided EnecoTech with preliminary approval of the logical design and the associated technical and <br />functional specifications on December 2, 2002. This approval was contingent upon EnecoTech <br />satisfactorily incorporating some minor adjustments into the final logical design and the advanced <br />prototype for the Critical Design Review (CDR) milestone. Final WQCD approval of the PDR logical <br />design and specifications will occur after the deliverables have been revised and the remaining <br />programmatic and budgetary issues are resolved. This action is anticipated to conclude between now <br />and the next board meeting on January 24, 2002. <br />
